Job Summary

This person will be responsible for assisting with the development, implementing, maintaining, and supporting Cotton’s HSE programs and solutions for Cotton Divisions, company projects and strategic initiatives. The HSE Manager will be required to administer Cotton HSE programs across a spectrum of regional Cotton Division projects, seeking to protect the workforce, the public, and the environment. The HSE Manager will be responsible for mentoring HSE Specialists to ensure project sites throughout the enterprise follow government regulations and Occupational Safety and Health Administration (OSHA) regulations.

The HSE Manager will simultaneously support multiple divisions and companies and interact with key leaders to ensure Cotton HSE Programs and corresponding strategic initiatives are implemented and continuously improved.

Key Responsibilities

Essential Duties and Responsibilities
  • Assist in the development and implementation of the Cotton HSE Management System.
  • Effectively communicate with operational, divisional and/or company leadership regarding HSE metrics, programs and policies implementation, and compliance of government regulations
  • Review and deliver improvements to current HSE policies and procedures including but not limited to HSE management programs, employee training programs, safety and environmental incident response, and emergency/disaster response.
  • Communicate all significant/catastrophic HSE incidents (i.e., major injury, fatality, spill, incident involving public, etc.) to management in real-time. Coordinate and manage external crisis communications efforts in close conjunction with the executive team.
  • Communicate HSE performance and emerging trends inside and outside of the operating area to the leadership team and assist with development of mitigation strategies to reduce and prevent recurrence of incidents.
  • Oversee Risk & Case Management organization in support of Operations.
  • Strategic Partner: support and deploy the Operations strategy across the operations including transformational activities as it pertains to the EHS function.
  • Influence and coach business leaders on development of robust action plans to improve safety performance and to implement strategy moving forward.
  • Responsible for applying safety efforts that effectively communicate and support company policies consistently with a focus on incident prevention and loss abatement.
  • Scheduling and supervision of direct report HSE Department employees.
  • Conduct safety management system audits for department/region.
  • Schedule work activities within Division/Region to best meet company needs.
  • Request 3rd party safety as needed. Coordinate activities of 3rd party safety vendors.
  • Conduct safety training/refresher training with employees.
  • Assess the jobsite to determine if the scope of work can be safely performed.
  • Support operations personnel in development of Site-Specific Safety Plan and Job Hazard Analyses as applicable.
  • Ensure compliance of employees and contractors at job sites with HSE regulations and company policy.
  • Stop work where violations of HSE policy or regulation can be seen and consult with operations personnel to council employees/contractors as appropriate.
  • Conduct safety meetings and toolbox talks with employees and contractors.
