Position Overview
The Director, Corporate Community & Public Affairs will build and lead Joulent's community communications and engagement function, serving as the connective tissue and standard-bearer across every project community. While local relationships are owned by project developers and execution teams on the ground, this role ensures a consistent message and brand in every community, equips project teams and field reps to engage well, and leads proactive public-facing moments such as information sessions, community meetings, and media engagement — making sure Joulent's story of local jobs, investment, and reliable power is told consistently and credibly everywhere the company builds.
Key Responsibilities
- Build and lead Joulent's community communications and engagement function, its strategy, messaging architecture, brand standards, and budget
- Establish a repeatable playbook for engaging a new community, so every project starts from a consistent, proven foundation as the pipeline grows
- Engage, manage, and support contract community relations representatives embedded in each project community; define the role, standards, materials, and training, and transition each community to permanent local staff as projects reach operations
- Serve as a senior voice on reputational risk and community strategy, partnering with development, permitting, and leadership
- Define the public-facing narrative and messaging for Joulent's projects — local jobs, local investment and tax base, energy independence, and protecting consumer rates — told in language that lands in each community
- Own the communications that carry it: talking points, FAQs, fact sheets, op-eds, local media materials, public meeting and event content, signage, collateral, and digital/social, all consistent with Joulent's brand voice and visual identity
- Serve as a senior spokesperson and media contact, and prepare developers, project leaders, and field reps to speak with one voice
- Drive proactive local storytelling and lead fast, disciplined response when issues or misinformation surface
- Equip project developers, execution teams, and embedded reps with consistent messaging, branding, talking points, and materials, so every community hears one Joulent voice
- Coordinate and lead proactive public information sessions, community meetings, and media interfaces where warranted, bringing the structure, content, and message discipline these moments require
- Maintain a clear feedback loop with reps and developers: ingest community sentiment and on-the-ground signals to continuously sharpen messaging and get ahead of concerns
- Partner with development and permitting so local concerns (land use, water, air permitting optics, traffic, noise) are anticipated and addressed in the message before they become obstacles
- Provide narrative and messaging support to Joulent's government relations efforts, ensuring what we say to communities, media, and policymakers is consistent and mutually reinforcing
- Translate project and policy positions into clear, persuasive public-facing language; this role supports government relations through messaging rather than owning regulator and legislator relationships directly
Qualifications
- 12+ years in communications, community/external affairs, public affairs, or stakeholder engagement, ideally in energy, infrastructure, or another project-based, permit-heavy industry with a local community footprint.
- A track record of building or leading a communications/community function and the team behind it, setting strategy and standards others follow.
- A strong record of creating messaging that moves public opinion locally. You can write, and you can build a narrative from scratch.
- Experience enabling and supporting distributed or field-based teams and influencing cross-functional partners without direct authority.
- Working knowledge of Texas and/or Louisiana communities, media, and local dynamics; existing local relationships are a strong plus
- Familiarity with energy, power generation, data centers, or large industrial development
- Comfort as a senior public face in media interactions, public meetings, and on your feet under pressure.
- Willingness to travel extensively across project communities.
- A first-principles thinker who reasons from fundamentals, operates well in ambiguity, and treats the function like it's their own company.
- High signal-to-noise communicator, comfortable making good decisions with incomplete information rather than waiting for certainty.
