Commercial Ops & Logistics Staff – Houston TX – Fulltime

Position Overview:

The Fuels Quality and Compliance Advisor will provide Product Quality, Regulatory, and Compliance expertise for the commercial trading activities of Aramco Trading Americas, primarily in crude, products, chemicals, and renewables trading in the Americas. This role will also provide loss control, measurement and testing expertise and liaise directly with inspectors and operators for physical movement of all crude and products. This role will interface with the trading teams for regulatory and policy matters.

Responsibilities:
  • Develop, maintain, and monitor adherence to policy framework that outlines processes and guidelines for product sampling and testing, as well as mitigating fuel product quality risk related to the purchase or sale, storage, transportation, and blending of clean fuels and feed stocks.
  • Provide technical expertise and lead all aspects of resolutions for fuel quality issues, including root cause analysis and corrective actions.
  • Loss Control support including active participation in monitoring, investigating, and assessing real and apparent gains and losses associated with hydrocarbon transactions.
  • Ensure adherence to API guidelines and the company's hydrocarbon measurement procedures, along with thorough documentation of events. Advocate for uniform hydrocarbons measurement and inspection practices to maintain consistency.
  • Monitor fuel regulations (federal, state and local), specifications (for example pipelines), and testing requirements (ASTM, NIST, etc.) that are applicable to the business. Implement and communicate changes as needed.
  • Identify and communicate emerging legislative and regulatory risks to the business.
  • Provide updates and analysis of federal and local emergency waivers that can impact the ability to buy, sell, store, ship and/or blend products.
  • Manage registrations as well as reporting requirements and deadlines for various federal and state regulatory agencies.
  • Participate in reviews of new transactions and new products. Analyze and communicate regulatory and compliance impacts.
  • Engage with industry experts to develop and support new projects and products.
  • Liaise with suppliers, shippers, and inspection companies to ensure product quality standards are met.
Experience and Qualifications Required Basic Qualifications
  • A minimum of seven years of petroleum experience with a strong technical background in fuels.
  • Working knowledge of gasoline, distillates, jet fuel, chemicals, and additives application and or use.
  • Knowledge of terminal, pipeline, and marine operations.
  • Knowledge of state and federal regulations relating (but not limited) to the Environmental Protection Agency including the Renewable Fuel Standard and Fuels Regulatory Streamlining Rule, and various state programs relating to clean fuels regulations.
  • Knowledge of regulatory and health and safety issues relating to fuel.
  • Knowledge of applicable ASTM standards and how to apply them across the organization around sampling and testing protocols and outlining fuel production specifications for relevant activities.
  • Knowledge of fuel emissions, climate change, and how these issues affect fuel quality.
  • Strong analytical and problem-solving skills to interpret complex technical issues into clear and concise concepts.
  • Excellent leadership ability and organizational skills.
  • Strong interpersonal and collaborative skills.
  • Ability to manage multiple priorities and deadlines, and adaptable to changing requirements.
  • Ability to work in an office environment located in downtown Houston, TX.
