Senior Analyst Clinical Research & Data Management

We are hiring a Senior Analyst Clinical Research & Data Management (Full-time) to join the UTHealth Houston School of Public Health in Houston. In this role, you will evaluate scientific and clinical evidence related to proposed health insurance mandates, translate legislative questions into research activities, review literature, assess the quality of evidence, and create reports for policymakers. They collaborate with researchers, clinicians, librarians, and HICCAP staff while producing legislative analyses, infographics, and other written materials that support the Texas HICCAP program's legislative mandates.

Proficiency with bibliography management software such as End Note, Zotero, or Mendeley. Knowledge of literature review management platforms such as Covidence, Rayyan, or DistillerSR. Strong command of Microsoft Office Suite (Word, Excel, PowerPoint) and Canva for report development, data summarization, and communication, strongly preferred.

Position Summary:

The Senior Analyst Clinical Research and Data Management provides advanced leadership in evaluating the public health and medical impacts of policy mandates directed to Texas HICCAP by the Texas Legislature. This position exercises substantial professional judgment in translating legislative proposals into structured research questions, aiding librarians in developing literature review strategies, and synthesizing evidence to inform public health practitioners, clinicians and policymakers.

The role requires expertise in assessing scientific rigor, weighing the strength of evidence, and producing high-quality written analyses for legislative materials, technical reports, and scientific publications. The Senior Analyst Clinical Research and Data Management collaborates closely with investigators, public health practitioners, clinicians, and external stakeholders to ensure that evaluations are scientifically sound, policy-relevant, and responsive to legislative needs.

Position

Key Accountabilities:

  • Participates in the planning, design, and direction of complex policy evaluation activities of the Texas HICCAP program and other related research projects ensuring alignment with legislative mandates.
  • Works in collaboration with team members in translating policy proposals and legislative questions into structured literature review queries, including development of search strategies, keywords, inclusion/exclusion criteria, and evidence-grading frameworks.
  • Independently evaluates advanced literature reviews, synthesizes findings, evaluates methodological rigor, and assesses the strength and weight of evidence across diverse scientific and clinical domains.
  • Provides high level research expertise and strategic scientific guidance to the team.
  • Develops, reviews, and audits research protocols to ensure accuracy, compliance, and scientific integrity.
