Organizational context: UN Women India Country Office is implementing the Link Women Phase II programme to advance women's economic empowerment by enhancing skills, employment opportunities, and agency for young women from marginalized backgrounds. The programme focuses on employability, life skills, and gender awareness, supporting transitions into employment, entrepreneurship, or higher education. This consultancy supports the endline assessment of the programme, led by the M&E function.
Job purpose:
This consultancy aims to conduct the endline assessment for the Link Women Phase II programme. The consultant will lead the primary qualitative study, consolidate and analyze diverse data streams (surveys, reports, monitoring data), and synthesize findings to produce a comprehensive endline report. The report will document programme results against the baseline, identify successes and challenges across participant cohorts, and provide lessons learned to inform future women's economic empowerment initiatives.
The consultant will work under the direct supervision of the M&E Lead, UN Women India Country Office.
Responsibilities:
The consultant will conduct a desk review of programme documentation and available data, identifying gaps and quality issues. Responsibilities include analyzing programme data (training, placement, feedback), cleaning and analyzing baseline and endline survey data using statistical software, and disaggregating findings by relevant categories. The consultant will also collect and synthesize relevant secondary data and literature to contextualize findings. A key task involves conducting qualitative interviews (FGDs, IDIs, KIIs) with approximately 10-15 stakeholders, ensuring ethical standards are applied.
The consultant will analyze qualitative findings, draft the endline report incorporating quantitative and qualitative results, recommendations, and case studies, and finalize the report based on feedback. Coordination with the programme team and implementing partner, timely submission of deliverables, and handover of all data are also required.
Education:
A Master’s degree or equivalent in social sciences, statistics, economics, development studies, gender studies, public policy, education, or a related field is required. A first-level university degree with two additional years of qualifying experience may be accepted.
Work experience:
Requires at least 7 years of relevant professional experience in monitoring and evaluation, social research, or data analysis, including experience with evaluations, assessments, or baseline/endline studies. Demonstrated experience in quantitative data cleaning and analysis using statistical software, and qualitative data synthesis is essential. Experience conducting interviews with diverse respondents and drafting analytical reports in English is required. Experience in gender equality, women's economic empowerment, or skilling programmes is desirable.
