Proposal Manager II
GHD seeks a Proposal Manager II to lead pursuit and proposal activities, manage the development and implementation of pursuit plans, and execute strategic proposal strategies.
The role can be based at any of GHD’s central offices with a hybrid schedule of 3 days in office.
Responsibilities- Manage proposal efforts for CRM clients throughout the Americas.
- Lead proposal strategy discussions, GNGs, and kick‑off meetings for large pursuits, ensuring strategic win themes are incorporated.
- Drive development and management of the proposal team (technical leader, proposal coordinator, graphics, etc.).
- Collaborate on development of proposal sections including Management, Personnel, Executive Summaries, and other volumes.
- Facilitate color reviews and ensure compliance with all RFP requirements.
- Oversee interview development and production process from start to finish.
- Lead and engage in project‑specific and client capture planning.
- Engage in interview process to meet client needs and align proposal themes and messaging with collected positioning information.
- Attend interview preparation and practice sessions; support the team with presentation skills and delivery.
- Attend client pre‑proposal and debrief meetings; share lessons learned and best practices across teams.
- Internal proposal specialists, managers, project managers, subject matter experts, and technical and proposal staff.
- Interaction with project managers, marketing and communications groups, and drafting department.
- Manage proposal team schedule, assign tasks to Proposal Coordinator, and support Graphic Design during proposal and interview development.
- Ensure successful development of compliant, competitive, cogent, and compelling proposals through effective collaboration.
- Prepare and lead consistent and efficient proposal GNGs, kick‑off meetings, and group status calls, ensuring adherence to the Strategic Win Plan.
- Maintain high‑quality content and appearance of final proposal deliverables.
- Ensure efficient communication with all team members, working cohesively towards common goals.
- Manage entire proposal development schedule, allowing time for feedback on drafts and revisions.
- Ensure visual elements are completed and integrated efficiently.
- Bachelor’s or master’s degree.
- 5 to 7 years of experience leading the proposal process from prepositioning through interview and driving compliant bids for an engineering, construction, or professional services organization.
- Proficient in marketing techniques (layout, graphics, strategy‑to‑win).
- Proficient in Microsoft Suite, Adobe Creative Cloud (InDesign), Photoshop, and Adobe Acrobat.
- Knowledge of Salesforce/PowerBI.
- Ability to manage and work effortlessly with Technical Leaders across markets and service lines.
- Proven leadership and strategy development skills.
- Confident, strategic thinker who helps teams develop marketing, pursuit, and proposal strategies.
- Strong written and oral communication skills.
- Good negotiation, problem‑solving, planning, and time‑management skills.
- Strong organizational and time‑management skills.
