Fifty years later, Harris County Resources for Children and Adults still provide this support. But the now-county department has expanded services for early prevention, intervention, and adult services.

Brief
Position Overview:
The Harris County Guardianship Program serves as legal guardian for incapacitated adults. Under the supervision of the Program Supervisor, this position is responsible for establishing adult guardian ships and performing the legal duties of the guardian. This responsibility includes ensuring all the requirements of the Estates Code are met when establishing guardian ships.
Duties & Responsibilities:
* Reviews, processes, and files Annual Reports/Accounts and other appropriate legal documents accurately and timely with the Probate Court.
* Processes new guardianship referrals from the Probate Court.
* Ensures all legal requirements are completed for new guardianship referrals.
* Makes monthly visits to pending wards and attends court hearings.
* Creates initial service plan for all new guardianship cases and documents all related activity in the EMS system.
* Researches and secures all available incomes and insurance benefits and documents all financial/property information in EMS and the case record.
* Provides on-going case management to ensure the well-being of temporary guardian ships assigned which includes monthly ward visits, financial management and documentation in the EMS system. Ensures wards' personal, housing, medical, psychiatric, and social needs are met.
* Develops and maintains professional relationships with internal and external stakeholders such as county attorneys, judges and their staff, clients, care providers and the community.

Requirements
Education:
* Bachelor's degree in a behavioral science arena, e.g., Social Science, Social Work, Psychology, Sociology, Criminal Justice, or closely related field.
Experience:
* One (1) year of case management experience in a social service setting working with adults with varying degrees of disabilities and challenging life circumstances.
* Training and experience using a personal computer with a variety of software, such as Microsoft Word, Microsoft Excel, and Case Management Software.
Licensure:
* Reliable transportation with a valid driver's license (Texas) and auto liability insurance
* Must pass the Judicial Branch Certification Commission's criminal history check to be certified as a Guardian Case Manager and obtain and maintain a Provisional Guardianship Certification within two (2) months of hire. Failure to obtain and maintain the certification will result in termination of employment.
* Successfully complete the Texas Guardianship Certification Exam through the Texas Judicial Commission Certification Board within two (2) years of employment (Texas Government Code Chapter 155).
Knowledge, Skills & Abilities:
* Knowledge of county, state, and federal laws, Texas Estates Code, statutes, rules, and standards governing guardianship.
* Knowledge of community resources.
* Understanding of the principles, practices, and techniques of case management and administration, case management documentation, and records management.
* Skilled in empathizing, valuing, and successfully dealing with the various types of physical and mental disabilities, distinctive cultural histories, and unique needs of people of various socio-economic, ethnic, and cultural backgrounds.
* Must possess excellent casework and documentation skills.
* Must be self-disciplined, dependable, and able to work independently while prioritizing multiple projects, tasks and demands.
* Maintains the highest standards of ethical behavior, exercising honesty and integrity, respect, confidentiality, and fairness in the execution of their official responsibilities.
* Establishes and maintain effective relationships with residential facilities, care providers, family members, benefit carriers, government officials and departments, community partners and resources, and the public.
* Handles sensitive interpersonal situations calmly and tactfully.
* Communicates detailed and often sensitive information effectively, both orally and in writing.
