Department History Overview

Harris County Resources for Children and Adults was founded in 1966 as the Harris County Child Welfare Board to provide support services for children taken under the Texas Department of Family and Protective Services. Fifty years later, the department still provides these services while expanding early prevention, intervention, and adult services.

Under the supervision of the Housing Campus Supervisor, the Housing Navigator Case Manager assists youth formerly in foster care through the HAY Center Housing Continuum to achieve stable housing and avoid homelessness.

• Completes housing assessments to identify appropriate permanent housing options for youth.
• Provides navigation services to obtain housing stability, including document preparation, attending housing briefings, and ensuring readiness.
• Assists clients with housing applications, completes supportive and subsidized housing paperwork, surveys the rental market, and advocates with prospective landlords.
• Maintains case documentation in the case management database and keeps case files up to date.
• Participates in wraparound meetings to provide status updates and coordinate action items with youth and other HAY Center program representatives.
• Engages in life skills training classes for housing and transportation readiness.
• Attends HAY Center and PAL events as needed.

• Bachelor’s Degree in Social Work, Social or Human Services, or a closely related field.

• Minimum two (2) years of full‑time paid experience working with youth transitioning from child to adult services or transition‑age youth (TAY).
• Experience working with housing providers, including HUD and private funded options.
• Proficiency with a personal computer and Microsoft Office suite.

• Valid Texas driver’s license with auto liability insurance and reliable transportation.

• Knowledge of housing options available to current and former foster youth.
• Understanding of physical and behavioral health diagnoses and medications.
• Strong assessment, intervention, and multi‑task prioritization skills.
• Experience applying the Transition to Independence (TIP) model.
• Empathy and cultural competency with diverse populations.
• Ability to handle sensitive interpersonal situations calmly and tactfully.
• Excellent oral and written communication skills.
• Commitment to confidentiality and ethical conduct.
• Team‑orientated mindset to meet unit goals.

• $50,003.20–$53,040.00 annually (based on 26 pay periods).
• Includes mileage reimbursement.

• Regular, full‑time position (Monday – Friday, 8:00 a.m. – 5:00 p.m., with occasional Saturdays).
• Employment contingent upon passing a background check and drug screen.
