Distinguishing Characteristics

Position requires a very unique skill set combining both financial and administrative skills with a high level of accountability. Also requires a high level of very complex decision‑making skills and a mastery of administrative skills. Must determine how to accomplish various projects assigned by the DPW Director. Performs work independently and making independent decisions are necessary to accomplish objectives. Help to determine if DPW Departments are complying with procedures and financial accounting practices applicable to the DPW budget.

Analyzes and recommends corrective actions to ensure budget discrepancies are identified and are compliant with applicable rules, regulations and procedures of the Town of Hudson. Handles complaints and general problems of a financial nature. Ensures proper action is taken to resolve problems.

Essential Duties and Responsibilities

  • Assists the DPW Director and Administrative Managers in the budget preparation and approval process.
  • Assists the DPW Director in developing and monitoring the capital improvements plans and management of all capital improvements projects for the Division, including forecasting costs, monitoring expense and generating reports and analyses;
  • Analyzes water, Wastewater, Storm Water revenue.
  • Analyzes water, Wastewater, Storm Water Enterprise accounts.
  • Works with Town Accountants office and Treasurers office on financial related matters.
  • Ensures cash and other negotiable instruments are handled properly and accounting and reporting practices are compliant with all ordinances, statutes, rules, policies and regulations, and professional standards as appropriate.
  • Monitors all financial aspects of Departmental operations including participating in the planning and development of operating and capital budgets, analyzing spending trends on key operational accounts, predicting anticipated expenditures, identifying potential budget variances and developing contingency plans as needed
  • Oversees the water, wastewater, Storm Water and Curbside Trash billing for residential and commercial accounts; including accurate and timely distribution of invoices, periodic audit of accounts
  • Compiles data, conducts research/analysis and develops solutions/recommendations regarding financial/personnel matters and ensures approved solutions are implemented and achieve desired outcome.
  • Attends conference with state and town officials.
Recommended Minimum Qualification &

Education and Experience

Bachelor's Degree in Public or Business Administration or a related field; minimum of five (5) year's financial experience with budget development and a solid understanding of municipal finance, or an equivalent combination of education and experience.

Government and private sector finance experience/training and ability to interact effectively with all levels of staffing. Internal/external audit training/experience necessary for compliance functions. Must have sufficient training/experience to be proficient in the use of computers and software required to accomplish the requirements of the position. Training and/or possess working knowledge of local, State and Federal rules and regulations that govern employment.

MCPPO Certification within 1 year.

Knowledge, Ability and Skill

Knowledge of the principles and practices of municipal finance as well as the relationship between funding sources, fiscal policies and short and long-term financing instruments. Working knowledge of utility billing operations, policies, and procedures as well as financial budget management and office functions. Knowledge of technology including the application of office software (word processing, database management, database management, crystal reporting, and spreadsheet applications) as well as the use of the internet in support of Department operations.
