Experience:
Bachelor's degree and 8 years of experience OR equivalent combination of 12 years of education and experience after completion of high school. Combination of education and experience in a management level involving administrative or supervisory duties concerned with program administration, program planning and evaluation or related management experience.
License/Certification:
Valid Driver’s License and/or access to transportation for state-wide travel.
Other Requirements:
Applicant’s Motor Record Vehicle (MVR) must meet minimum standards established by the hiring agency.

When applicable, the work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.
RESPONSIBILITIES DETAILED TASKS (AGENCY/POSITION-SPECIFIC)Plans and promotes the development and implementation of Statewide railroad and public transportation programs and services as well as directing the management of Federal Railroad Administration (FRA), Federal Transit Administration (FTA) and other grants.
Manages the state-level railroad and rail safety regulations including investigations of railroad accidents, in conjunction with the FRA.
Administers and directs the development and implementation of federal and state funded projects to improve and maintain railroad lines through the development of engineering plans, bidding documents, and construction engineering and management.
Exercises direct, continuous supervision over supervisors of the Bureau's separate sections and general supervision of all Bureau employees, including resolving personnel issues, performance appraisals, disciplining employees, and hiring and firing employees.
Administers and directs the management of grant funds and contracts for FTA subrecipients and contractors for public transportation services, vehicles, equipment and facilities.
Prepares and administers the Bureau's budget.
Develops, interprets, and enforces state and departmental policies and statutes governing the administration of public transportation, railroads, and rail trails located on Department
-owned railroad property.
Develops, negotiates, executes, and directs the enforcement of contracts and property use agreements for utilization of state-owned railroad lines by private short line operators, municipalities, abutters, and others.
Prepares technical correspondence and reports for commissioners and directors to all levels of local, state, and federal government, railroad and public transportation officials and the public.
