POSITION SUMMARY

This position is responsible for the administrative oversight, visioning, leadership, planning, coordinating and management of the Planning and Land Information Division for the Community Development Department under the direction of the Community Development Director. Departmental supervision is exercised over all personnel within the Division.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

  • Provides leadership and supervision for division staff, including hiring, training, assigning and reviewing work, and conducting performance evaluations.
  • Offers coaching and counseling to support employee development and recommends transfers, promotions, disciplinary actions, and terminations.
  • Organizes and directs the day-to-day operations of the Division in areas of land use planning, GIS, Real Property Listers, and land information.
  • Assists the Director on developing annual division budget by identifying all expected revenues and expenditures.
  • Oversees and participates in community planning services to local municipalities within the County.
  • Coordinates GIS development and implementation within county departments including tax parcels, house addresses, road centerline data for emergency services, zoning, and other purposes.
  • Schedules, plans, and coordinates public meetings, open houses, and workshops on related items for elected officials and the general public.
  • Manages related projects and contracts with approved vendors, consultants, and staff.
  • Coordinates with regional, state, and federal agencies on planning and land information matters.
  • Actively pursues and prepares grant applications for financial assistance from federal, state, and private agencies.
  • Oversees grant projects and accurately documents information to satisfy grant requirements.
  • Directs, develops and presents documents and reports to County committees, County Board, and local governing bodies.
  • Assists other divisions, departments, municipalities, assessors, and members of the public with all assessing, tax roll, parcel mapping, planning and GIS related questions or concerns.
  • Other duties as assigned.

  • Ability to organize and plan work, establish priorities, and effectively manage competing demands.
  • Ability to review and approve employee leave requests in accordance with County policies and departmental operational needs.
  • Ability to maintain accurate and confidential staff personnel records in accordance with applicable policies and requirements.
  • Ability to perform detailed work accurately and independently while meeting established deadlines with minimal direction and supervision.
  • Ability to provide clear, accurate, professional, and credible testimony in court proceedings.
  • Knowledge of local government organization, departmental operations, and applicable operating requirements.
  • Considerable knowledge of modern office practices, procedures, and administrative support methods.
