Overview
The Superior Court of Contra Costa County is recruiting to fill an Education and Training Programs Manager position. Under the administrative direction of the Human Resources Director, the person selected for this position will be responsible for the strategic management of education and training programs for judicial officers and employees. This management class is responsible for the overall planning, policies and procedures related to the education and training of judicial officers and court employees.
A primary focus will be on the development and implementation of a workforce education program that supports the Court’s succession planning needs. The Education and Training Manager works independently and is afforded discretion in determining how his or her work is completed within the court-approved strategic plan for the Court and the Human Resources Program. The Manager may be assigned supervisory responsibility over subordinate managers and staff within the assigned scope of responsibilities.
The person appointed to this position must exemplify all the core competencies expected of court managers including being a leader of change, being a leader of people, being results oriented, possessing good business acumen, and being able to build coalitions and communicate effectively with all others. The individual selected for this position will be required to successfully complete a criminal history check‑LIVESCAN, conducted through the State of California, Department of Justice.
- Designs and develops multiple and varied education and training programs for judicial officers and court staff.
- Ensures the integration and institutionalization of a court-wide education and training program consistent with core competencies and workforce development goals.
- Designs and develops curriculum, course materials and education‑training methods.
- Utilizes a wide variety of methods to present educational and training programs, including in‑person presentations, audio/visual, print, computer and internet/intranet.
- Conducts education and training needs assessments; interacts with the Presiding Judge, judicial officers, judicial education committee, the Court Executive, management, the staff education committee and court staff to identify, assess, develop, and plan education and training programs.
- Analyzes education and training goals and objectives and prepares measurement tools for accomplishing the strategic, operational and workforce development plans of the court.
- Prepares cost estimates for projects and programs, and prepares cost/benefit analyses.
- Works with staff and user groups to coordinate technical training.
- Provides training on the methods and techniques of leadership, management and supervision.
- Evaluates training programs and recommends improvements to the Presiding Judge, Court Executive Officer and Human Resources Director.
- Establishes and maintains a network among education professionals in the trial courts, the Administrative Office of the Courts (AOC), multiple state, local and national associations, internal subject matter experts and working groups.
- Identifies, recommends, and implements selected educational and training opportunities.
- Oversees education and training consultants.
- Develops, coordinates and participates in judicial officer and staff orientation programs.
- Ensures compliance with mandated training requirements for bench officers, court staff and temporary subordinate judicial officers.
- Develops and institutionalizes an internal faculty development program for judges, managers and court staff.
