Hours:

Monday through Friday 8:00 am – 5:00 pm. The purpose of the Infrastructure Division is to manage the life cycle of the infrastructure assets at Houston Airports (HAS) and ensure the on-time delivery of capital renewal projects. The Infrastructure Division supports the five-star service and safe, secure, and efficient operation of the three HAS airports. This support is done through effective asset management, project controls, design management, project management, construction management, and commissioning.

The Design Management business unit, of the HAS Infrastructure Division, is responsible for establishing, maintaining, and enforcing HAS design standards. In addition, they act as a resource to other departments assisting in the creation of architectural and engineering projects of all kinds, including demolitions, renovations, and new construction, as required to maintain the airport's building assets in optimal conditions. The Supervising Engineer is responsible to ensure Contract Compliance for HAS and the Assistant Director, Design Management.

This position will have a focus on reviewing and managing Civil Engineering design and construction and will be the subject matter expert in Civil Engineering reviews and assessment of infrastructure assets. Although the focus for this position will be civil construction, this position will assist in managing all design activities for airfield, terminals, and landside facilities and infrastructure. This will be a tier 1 position that may be activated to perform infrastructure assessments as needed.

Candidates must be able to obtain all security required badge access including CBP access within 6 months from the hire date. The Airport Supervising Engineer responsibilities include, but are not limited to: supervising construction, rehabilitation or repair of infrastructure including civil, structural, mechanical, and electrical; planning, directing, and coordinating preparation of engineering documents, production specifications and schedules, and contract modifications to ensure contract requirements and objectives are met;

overseeing the design of terminal, airfield and landside infrastructure; participating during the design of terminal, airfield and landside infrastructure and ensuring construction compliance to contract documents; confirming and monitoring project budget. Manages payment application process throughout the project design and construction phases; reporting to project Controls team on project progress; recommending plan and schedule changes when necessary; negotiating contract modifications;

overseeing management of various supporting contracts to include QA/QC testing, QAMT, survey, Commissioning, etc.; working with Controls team to builds schedules based on project specifications; reviewing and approving project schedules.

Minimum Requirements

Education:

Graduation from approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing; or graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.

Experience:

Six years of active practice in engineering work after graduation from an approved curriculum in engineering, with (1) One of the years as a licensed Professional Engineer, are required. Substitutions: A Master's degree in Engineering may be substituted for up to (2) two years of the active experience requirement. License Requirements:
Registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.,) may be required. A valid Texas driver's license and compliance with the City of Houston's policy on driving is required.
