Coopers Houston is recruiting an experienced HSE Supervisor (Health, Safety & Environmental Supervisor) for a growing industrial manufacturing operation in Humble, Texas
, within the Greater Houston area.

This is an excellent opportunity for an experienced HSE Supervisor, EHS Supervisor, Environmental Health & Safety Specialist, Safety Supervisor, Safety Manager, Environmental Compliance Specialist, or Industrial Safety Professional with experience in manufacturing, metal processing, foundry operations, industrial production, or heavy manufacturing.

The HSE Supervisor will lead Health, Safety, and Environmental programs across plant operations, ensuring compliance with OSHA regulations, Texas environmental requirements, ISO 14001, ISO 45001, and company policies
.

The successful candidate will help prevent workplace incidents, manage environmental impacts, conduct risk assessments, improve safety performance, support regulatory compliance, and build a strong proactive safety culture.

HSE Management & Regulatory Compliance
  • Develop, implement, and maintain the Annual HSE Program.
  • Ensure compliance with federal, state, and local Health, Safety & Environmental regulations applicable to manufacturing operations in Texas.
  • Maintain compliance with OSHA requirements, environmental regulations, ISO standards, and corporate policies.
  • Lead hazard identification, job hazard analysis, risk assessments, and implementation of preventive and corrective controls.
  • Maintain HSE procedures, policies, work instructions, risk matrices, and compliance documentation.
  • Support and participate in ISO 14001 Environmental Management System and ISO 45001 Occupational Health & Safety Management System audits.
  • Monitor regulatory changes and recommend appropriate improvements to plant HSE programs.
Workplace Safety Management
  • Conduct workplace inspections, safety audits, and safety observations.
  • Identify hazards and ensure timely implementation of corrective actions.
  • Investigate accidents, incidents, near misses, unsafe conditions, and other workplace events.
  • Perform root cause analysis and develop corrective and preventive actions.
  • Manage OSHA record-keeping requirements, including OSHA 300 Logs and incident reporting.
  • Develop and maintain Emergency Response Plans covering fire, chemical spills, evacuation, medical emergencies, and other emergency situations.
  • Coordinate contractor safety programs and verify contractor compliance with plant safety requirements.
  • Promote safe work practices across manufacturing and plant operations.
  • Ensure compliance with environmental permits and applicable federal, state, and local requirements.
  • Manage waste generation, storage, transportation, recycling, and disposal programs.
  • Monitor environmental programs related to:
    • Air emissions
    • Storm-water
    • Wastewater
    • Hazardous waste
    • Chemical management
  • Coordinate environmental reporting and regulatory submissions.
  • Support environmental inspections and regulatory audits.
  • Maintain environmental compliance records and documentation.
  • Support sustainability and environmental improvement initiatives.
HSE Training & Safety Culture
  • Deliver HSE orientation and training programs for employees and contractors.
  • Develop and deliver safety awareness programs.
  • Facilitate toolbox talks, safety meetings, and behavioural safety activities.
  • Promote employee participation in safety and environmental programs.
  • Support plant leadership in developing a proactive safety culture.
  • Encourage continuous improvement in workplace safety and environmental performance.
  • Communicate HSE expectations clearly across all levels of the organization.
RequirementsHSE Supervisor Qualifications
Education

Bachelor's degree in one of the following or a related technical discipline:
