The Boeing Defense, Space & Security (BDS), Intelligence & Weapon Systems (SI&WS) division is seeking a Program Manager (Level L manager) for the Gigabit Ethernet Data Multiplex System (GEDMS) program. The candidate will be the primary contact with the US Navy GEDMS program offices at NAVSEA/PEO Ships and candidate will manage the services, products, and requirements for the Design Agent, Production, and Spares and Repairs contracts.
These contracts design, develop, sustain and manufacture ruggedized network equipment that provide redundant, high availability transport of Mission Critical information aboard U.S. Navy and foreign ships. The candidate will lead the GEDMS program out of Huntington Beach, CA.
Candidate will manage diverse engineering activities to develop and sustain a family of networks deployed on over 65% of US Navy major surface combatants and on foreign ships. Candidate will also be responsible for developing the next generation GEDMS architecture, including software development and verification, hardware test and checkout, and support to test and validation in government facilities and onboard ships.
Position Responsibilities:
* Support the organization's business plans and strategy
* Responsible for GEDMS program Orders, Revenue, and Earnings. Responsible for all contractual, financial, and technical performance on GEDMS contracts
* Impose Program Management Best Practices (PMBP) and enforce the Program Execution Plan and Command Media
* Develop and execute company policies, procedures, and business strategies, goals, objectives
* Adapt to the competitive business environment as well as an awareness of economic, social, and political trends that impact the program's strategy
* Promote a culture of inclusion and open, honest communication that highlights quality, safety, and awards performance
* Build trust and develop and maintain relationships and partnerships with customers, stakeholders, peers, management and direct reports
* Responsible for staffing, skills retention, and succession planning to successfully execute contractual requirements
* Design Agent contract responsibilities include the design, development, and sustainment of a family of ship-wide network system variants; troubleshooting in lab and onboard ships to resolve operational fleet issues;
Field Engineering at major shipyards to support Guided Missile Destroyer (DDG) Modernization and new ship construction
This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.
This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.
Basic Qualifications (Required Skills/Experience):
* 5+ years of experience within project leadership including planning, implementing and executing program plans
* 5+ years of experience in a finance, scheduling, industrial engineering, change management, strategy, program management, or project management role
* Understanding and experience with Program Management Best Practices
* Experience with Earned Value Management
* Experience directly interfacing with customers
Preferred Qualifications (Desired Skills/Experience):
* Bachelors Degree or higher
* Experience managing US Defense contracts, preferably US Navy and/or Joint Service contracts, in all program phases including IR&D to support future system evolution
* Ability to balance diverse/potentially competing needs and requirements from multiple customers
* Experience managing risks, opportunities and issues across multiple disciplines; assessing program constraints (technical, cost & schedule) in developing mitigation plans for issue resolution
* Experience with DoD secure real-time embedded network communications and control systems
* Experience working closely with customers to understand/develop program goals, translating goals into plans with actionable tasking, and communicating plans to technical personnel
* Experience collaborating and coordinating across hardware, software, integration and test, quality, cybersecurity and production engineering disciplines to plan, architect, design, develop and verify system throughout product lifecycle including production and fielded system support
