Position Summary
The Proposal Pricing Analyst III is responsible for developing, analyzing, and reviewing cost and price proposals for federal government solicitations. This role supports complex and strategic bids, ensuring compliance with the FAR, DFARS, CAS (if applicable), and company pricing policies. The analyst serves as a key member of the proposal team, providing pricing strategy recommendations, risk assessment, and cost model development.
Key Responsibilities- Lead the development of cost and pricing volumes for competitive proposals, sole‑source submissions, ROMs, and change proposals.
- Analyze solicitation requirements and work closely with Proposal, Contracts, Program Management, Operations, and HR to gather required cost inputs.
- Build, maintain, and review detailed pricing models, BOEs, and cost estimates using Excel or company pricing tools.
- Prepare and validate labor categories, rates, escalation assumptions, indirect rates, and bill of materials.
- Ensure all pricing complies with FAR, DFARS, SCA, Executive Orders, and internal policies.
- Conduct cost‑price analysis, including sensitivity analysis and “what‑if” scenarios.
- Develop pricing narratives and sections for the cost/price volume in accordance with RFP instructions.
- Review subcontractor pricing responses for accuracy, completeness, and compliance.
- Support fact‑finding, audits, negotiations, and updates with government customers or prime contractors.
- Provide pricing insights and recommendations to management to support bid/no‑bid decisions.
- Mentor junior analysts and contribute to continuous improvement of pricing templates and processes.
- Bachelor’s degree in Business, Finance, Accounting, Economics, or related field.
- 5–8 years of experience in government contracting pricing, cost analysis, or proposal development.
- Strong understanding of FAR, DFARS, SCA, and government cost principles.
- Proficiency in advanced Excel modeling (pivot tables, lookups, scenario analysis).
- Experience supporting large or complex government proposals (IDIQs, CPFF, FFP, T&M, hybrids).
- Ability to interpret solicitations and translate technical inputs into accurate cost models.
- Strong communication and teaming skills with the ability to present pricing rationale to leadership.
- Experience working with CPFF and T&M preferred but not required.
