Overview

The Junior Acquisition / Contract Analyst provides acquisition and contracting support to a U.S. Army customer throughout the acquisition lifecycle. This position requires strong knowledge of Army contracting processes, service contracting, acquisition documentation, and pre- and post-award contract administration.

The ideal candidate has experience supporting service requirements using a variety of contract types, including Firm-Fixed-Price (FFP), Time-and-Materials (T&M), and cost-reimbursement contracts. The analyst will work closely with government contracting, program management, technical, legal, and financial personnel to support acquisition planning, contract execution, and contract administration activities.

Key Responsibilities
  • Provide acquisition and contracting support throughout the pre-award and post-award lifecycle
  • Assist government customers in defining, refining, and documenting acquisition requirements
  • Develop, review, and coordinate acquisition and contract requirements packages
  • Prepare and review Statements of Work (SOWs), Performance Work Statements (PWSs), Independent Government Estimates (IGEs), market research, acquisition plans, and related documentation
  • Support acquisition planning and strategy development for service contract requirements
  • Support contract actions involving Firm-Fixed-Price (FFP), Time-and-Materials (T&M), cost-reimbursement, and other applicable contract types
  • Support solicitation, evaluation, award, funding, modification, and contract administration activities
  • Prepare, review, and coordinate contract modifications, funding actions, scope changes, and other acquisition documentation
  • Review acquisition packages for completeness, accuracy, and compliance with applicable policies and regulations
  • Coordinate contract actions with Contracting Officers, Contract Specialists, Contracting Officer Representatives (CORs), program managers, legal counsel, financial personnel, and technical stakeholders
  • Maintain and track acquisition and contract information within Procurement Integrated Enterprise Environment (PIEE), Procurement Contracting File (PCF), and other applicable Army systems
  • Maintain contract files, schedules, trackers, SharePoint repositories, and program status information
  • Perform contractual, financial, schedule, and programmatic analysis as required
  • Participate in acquisition planning meetings, contract reviews, Integrated Product Teams (IPTs), and recurring program status meetings
  • Provide recommendations regarding acquisition strategies, contract execution, and process improvements
Required Qualifications
  • Bachelor’s degree in Business Administration, Acquisition, Contract Management, or a related field
  • 4 or more years of experience supporting federal or Department of Defense acquisition, contracting, procurement, or contract administration
  • Strong working knowledge of Army contracting processes and the federal acquisition lifecycle
  • Demonstrated experience supporting service contracts
  • Experience with multiple contract types, including Firm-Fixed-Price (FFP), Time-and-Materials (T&M), and cost-reimbursement contracts
  • Experience developing, reviewing, or coordinating acquisition and contract requirements packages
  • Experience supporting both pre-award and post-award contract actions

    Working knowledge of FAR, DFARS, and applicable Army acquisition policies and procedures
  • Experience using Procurement Contracting File (PCF), Procurement Integrated Enterprise Environment (PIEE), or similar DoD acquisition systems
  • Ability to coordinate effectively with contracting, program management, technical, legal, and financial stakeholders
