Purpose of Position:

The program support analyst who will assist with the administration and execution of the Simplified Non-Standard Acquisition Program (SNAP) financial program. This includes inputting and updating SNAP revenues, as well as analyzing, researching, and validating SNAP transactions throughout their lifecycle.

The SNAP Program Analyst I position supports efficient administration of the SNAP financial program, with the primary goal of accurate, timely administration and adjudication of funding, funding requests and PSC revenue generation across the ASAE.

Duties and Responsibilities (Essential):

SNAP Administration Key Duties and Functions:
  • Daily pull and review of SNAP Status of Funds (SOF) and Cumulative Reimbursement Reports.
  • Build Level 3 and Level 4 Work Breakdown Structure (WBS) for SNAP lines.
  • Effect funding for SNAP lines via FMBB transactions in GFEBS.
  • Monthly PSC Analysis and Collection.
  • Monitor and Action Monthly SNAP Shipped Unbilled Report and Related Analysis.
  • Create Outgoing Military Interdepartmental Purchase Requisition s (MIPR) for the Tank and Automotive Command (TACOM) and Army Contracting Command (ACC).
  • Increase and/or Decrease Outgoing MIPRs for TACOM and ACC.
  • Generate Monthly Cost Reports and Update the End of Month Budget Reports.
  • Review Cumulative Funded Program (FP) and Year End Close (YECO) Reports Prior to YECO.
  • Create and Maintain the Annual SNAP Sales Order (SO).
  • Update SO to Prepare the Voucher for Transfers Between Appropriations and/or Funds (SF-1080) for Submission to DFAS.
  • SO Reconciliation.
  • Perform SNAP Full Line Reviews.
  • Process SNAP Refunds for Over-Collection via Cost Transfer Adjustment (FB50) in GFEBS.
  • Monitor SNAP Mailbox and Provide Documentation as Needed.
  • Supply Discrepancy Report (SDR) Analysis Including Submission of Credit Billing in CISIL (1517 Input).
  • Perform Line Review Prior to Case/Line Modification (MOD), Amendment (AMD), or Closure.
  • Continuous Learning:
  • Develop an understanding of relevant regulations and Standard Operating Procedures (SOPs) related to the administration of SNAP, SNAP 2.0, GFEBS and related systems and databases.
  • Participate in training opportunities to enhance knowledge and skills in supply discrepancy resolution.
  • This description highlights the core responsibilities of the Level I Program Support Analyst. As the analyst gains experience, they will have the opportunity to take on more complex tasks and responsibilities.

    Qualifications:
  • Active Secret or higher Government Security Clearance
  • Associates degree or higher in Accounting, Business, Auditing or Related Fields.
  • Two years of experience in Accounting, Business, Auditing, or Related Fields.
  • Must have working, demonstratable knowledge of Microsoft Office Suite products such as Excel, Word, and Teams.
  • Applicant must possess excellent oral and written skills.
  • Fundamental Training and Experience in the General Fund Enterprise Business System or Similar Enterprise Resource Planning (ERP) Systems.
  • Demonstrated Ability to Produce and Analyze ERP and Related Systems Reports for Briefing to Program Stakeholders and Management.

    • Work environment is predominately office.
    • Must be able to sit for extended periods of time.
    • Must be able to operate a computer for extended periods of time.
    • Must be able to operate a phone both making and receiving calls and taking or conveying information.
    • Must communicate effectively, both verbally and in writing
    • Occasionally lifts/moves up to 25 pounds.
