Serves as a Branch Chief and Contracting Officer within an Execution Division of the U.S. Army Engineering and Support Center, Huntsville (HNC), Contracting Directorate—Medical, Information Technology and Base Operations Support (MIB) Division;
Facilities, Specialty Services, and Technology Support (FST) Division; or Energy, Ordnance, and Furnishings Support (EOF) Division. Leads and supervises multiple contracting teams responsible for planning, awarding, and administering a wide range of complex, high-value acquisitions supporting diverse mission areas. Oversees workload management, provides acquisition leadership throughout the procurement lifecycle, and ensures compliance with applicable laws, regulations, and policies. Advises Division leadership on acquisition strategies and contract execution risks;

coordinates with PDTs, Legal Counsel, and other stakeholders to resolve challenges, maintain schedules, and uphold procurement integrity. Exercises supervisory authority to guide personnel, manage performance, and support workforce development in a high-tempo, mission-focused environment.

The Huntsville Center's mission encompasses programs that are broad in scope and without geographical boundaries, procuring and managing unique services for more than 40 programs across five major portfolios:
Medical, Base Operations and Facilities, Energy, Operational Technology, and Environmental. In fiscal year 2025, the office awarded over 4,000 contract actions, resulting in over $2.75 billion in contractual obligations and cooperative agreements.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service. Multiple positions may be filled from this announcement.

In addition to meeting the basic requirement above, to qualify for this position, you must also meet the qualification requirements listed below:

Must have at least four years of acquisition experience and at least one year of that experience has been specialized experience which includes reviewing acquisition strategies, justifications and approvals (J&As), and negotiation strategies on major contracts; applying procurement laws, rules, regulations, and decisions to provide responsive support; providing guidance for contracting policies and procedures; and evaluating performance of subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
