Job Description:

The Program Manager (PM) serves as the senior subject matter expert associated with content, processes and procedures associated with SCMD Enterprise Data Quality Branch (EDQB) Data Information Management Support Services (DIMSS) and ERP Services. Responsible for the DIMSS contract overall program management, operational planning, establishment, execution, and evaluation of a multifaceted program/project typically consisting of a set of closely related subprograms or associated activities.

Oversees fiscal, operational, administrative, and human resources management of the program; seeks and develops outside funding sources, serves as principal point of representation and liaison with external constituencies on operational matters, and provides day-to-day technical/professional guidance and leadership as appropriate to the area of expertise. Defines the detailed requirements, analyzes the business needs, and validates solutions with the client. Details requirements through product development and other functions to support the project team.

Monitors other business analysts in software development methods and processes and implementation of those methods. Evaluates development projects and assists in tailoring the development process to meet the project needs. Performs detailed job analysis of business processes and provides an interface between traditional logistical support organizations and functional requirement definitions. The PM must demonstrate the following:

The PM should have a working knowledge of the Army's data and legacy systems, its associated systems, and an understanding of the Army's concept of Enterprise Data Management and Authoritative sources. The PM will oversee and/or assist in logistics support activities centered on:
Data Quality Management, Metadata & Authoritative Data Management, Document and Content Management, Data Governance Support, Government Tools/Software, and Data Reports. The PM supports Enterprise Data Management relative to the Army's Enterprise Resource Planning (ERP) systems, specifically GCSS-Army, AESIP, LMP, and GFEBS. Responsibilities may include, but are not limited to:
Specific Responsibilities:
* Perform all program management duties as defined above.
* Oversee/assist in defining the technical solutions to support identified DIMSS metrics, as well as monitoring ERP data quality and availability using ERP metrics and audits.
* Oversee/enforce the business processes implemented for the organization's Enterprise Data Management and Authoritative Data Management sources.
* Oversee performance of ongoing technical analysis by assessing the areas of impact of data issues from all levels of the Logistics Enterprise.
* Oversee the utilization of qualitative and quantitative techniques in analyzing and measuring the effectiveness and efficiency of the data that will be used in support of business processes.
* Oversee collection of requirements, for identified projects, analyzing them and guiding the developmental team in optimizing their work.
* Evaluate the data collected by project development teams and prepare hardware and software requirement specifications.
* Oversee the documentation and preparation of functional specification documents and user guides for the end users of identified projects.
