Description of Position:
Serves as an expert IT systems analyst responsible for ensuring the technical accuracy and integrity of all architectural design and implementation actions. Oversee requirements management throughout the lifecycle management of an enterprise architecture. Independently plans and carries out assignments, conceives solutions to highly complex problems, and guides the technical and programmatic work of junior team members, while dedicating 51% or more of the time to direct support of acquisition positions.

Position Responsibilities:

  • Recommends, documents, and analyzes all requirements for new IT enterprise architecture, conducting vulnerability assessments and ensuring compliance, completeness, and long-term sustainability.
  • Provides advanced enterprise architecture design assessment and analyses of existing and future DOTMLPF capabilities, validating business processes and certifying the design of new systems and networks.
  • Serves as a team leader on IT projects and initiatives, reviewing and assigning tasks, and ensuring system designs meet reliability, maintainability, and current DoD standards.
  • Develops requirements for the replacement of existing systems to ensure facilities meet current and future mission needs, while developing planning designs, cost estimates, and project schedules.
  • Advises on efforts to modernize and transform IT assets, providing technical assistance on solving current IT problems, and consulting with contractors, vendors, and engineering firms to expedite problem resolution.
  • Develops and maintains a work breakdown structure (WBS) and schedule for enterprise architecture projects, monitoring activities for schedule slip and evaluating alternatives to resolve deficiencies.

Desired Skills/Expertise:

  • Demonstrated knowledge of the laws, principles, policies, and practices of enterprise architecture and systems engineering.
  • Comprehensive knowledge of the latest advances in enterprise architecture theories, including modern software and systems design practices, development, and test processes.
  • Extensive knowledge of system engineering life-cycle management processes and the DoD Architecture Framework (DoDAF).
  • Skilled in project management and systems management techniques, with the ability to communicate clearly, concisely, and with technical accuracy to higher management and contractors.
  • Ability to develop plans and techniques to fit new situations, anticipate problems, and develop sound solutions and action plans to ensure program and mission accomplishment.
  • Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses, and organizational requirements (relevant to confidentiality, integrity, availability, authentication, and non-repudiation).

Conditions of Employment:

  • Must be able to obtain and maintain a TS/SCI Security Clearance.
  • Occasional travel away from regular duty location may be required.
  • May be required to work irregular duty hours including evenings, weekends, and/or holidays.
  • This position is an Excepted Service (Schedule Policy/Career) position that is at-will. You may obtain competitive status after two years of service [if applicable]. Standard Merit Systems Protection Board (MSPB) appeal rights do not apply; instead, prohibited personnel practices are enforced internally by the DAF Inspector General.

Value of Position (VOP):
If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.
