Job Summary

AV Inc. seeks a Facility Security Officer (FSO) to manage, administer, and coordinate industrial security programs and other security activities in a dynamic, high‑tempo environment. The FSO will process personnel security clearances, maintain all security documentation, and ensure compliance with government and company security policies and procedures.

• Maintain and update all security documentation and files in accordance with Defense Counterintelligence and Security Agency (DCSA) requirements.
• Manage Facility Security Clearance (FCL) documentation and submissions following DCSA guidelines.
• Maintain DD‑254s, compile and disseminate sub‑DD254s, and manage related documentation such as Standard Practice Procedures (SPP), Standard Operating Procedures (SOP), and Emergency Action Plans.
• Obtain rulings, interpretations, and acceptable deviations for regulatory compliance from government agencies.
• Provide new employee security briefings, exit interviews, and debriefings; investigate and report security violations and incidents.
• Maintain classified holdings and prepare classified transmittals in alignment with NISPOM guidelines.
• Participate in and oversee annual refresher training; prepare documentation for DCSA Security Vulnerability Assessments.
• Partner with internal and external clients to identify and address escalated contractual, personnel, facility, and information security issues in accordance with NISPOM.
• Supply security support to Human Resources, Contracts, and Proposal teams, advising personnel on reporting requirements.
• Interpret government policies to develop and implement security plans and procedures.
• Create and utilize Security Classification Guides; maintain effective “Document Inventory and Control Program” for classified systems, media, and documents.
• Participate in the development and execution of security education programs; perform daily security activities and enforce policies.
• Serve as the COMSEC Manager for a small COMSEC account.

• Top Secret level security clearance required; TS/SCI eligibility preferred.
• At least 7years of relevant experience as a DCSA Facility Security Officer.
• DCSA FSO certification.
• Comprehensive knowledge of government security and information assurance processes, including NISPOM, DCIDS, ICDs, and Executive Orders.
• Demonstrated ability to provide personnel security guidance consistent with the 13 adjudicative guidelines.
• Experience with protection requirements for Personally Identifiable Information (PII).
• Proficiency with DISS, NISS, NBIS, and eAPP systems; familiarity with SIMS.
• Effective communication with corporate executives and high‑level government contacts.
• Excellent oral and written communication and exceptional organizational skills.

Work in an office environment; sit and stand for long periods. Tasks include operating a computer and telephone keyboard frequently.

U.S. Citizen or U.S. Permanent Resident (Green Card holder) required, per ITAR definition. Clearance level:
Top Secret.

$80,500 – $114,450.

This position requires access to information subject to International Traffic in Arms Regulations (ITAR) and/or Export Administration Regulations (EAR). Applicants must qualify as a U.S. person under ITAR and EAR or be approved for an export license by the governing agency.
