Job Summary

Performs complex consultative services and technical assistance work. Work involves planning, developing, and implementing an agency program; providing consultative services and technical assistance to program staff, governmental agencies, community organizations, and the public; and providing guidance to others. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

Essential Functions
  • Studies and analyzes operations and problems and prepares detailed and comprehensive reports of findings and recommendations; and participates in and conducts surveys, inspections, and reviews to ensure compliance with court orders, laws, regulations, policies, and procedures.
  • Assists in researching and analyzing the applications and variations of programs in order to resolve technical problems; recommends and coordinates activities to produce a more effective program; and prepares justifications for and assists in implementing procedural and policy changes.
  • Provides consultative services and technical assistance to plan, implement, and monitor effective agency programs; and works with the program staff in determining trends and resolving technical problems.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
  • Minimum Qualifications Education, Experience, and Training
  • Graduation from an accredited senior high school or equivalent or GED.
  • Three years full-time, wage-earning auditing, program administration, technical review, technical program support, program evaluation, data analysis, or criminal justice experience. Fifteen semester hours from a college or university accredited by an organization recognized by CHEA or USDE may be substituted for each six months of experience.
  • Knowledge and Skills
  • Knowledge of the principles and practices of program administration and management.
  • Knowledge of applicable state and federal laws, rules, regulations, and statutes.
  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill to review technical data and prepare technical reports.
  • Skill in administrative problem-solving techniques.
  • Skill to develop and conduct training.
  • Skill in the use of computers and related equipment in a stand-alone or LAN environment preferred.
  • Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs preferred.

  • Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
  • Conditions include working indoors, around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, irregular hours, and traveling by car, van, bus, and airplane.
  • Equipment used includes computer and related equipment, calculator, copier, fax machine, telephone, dolly, and automobile.
