Retirees of the Texas Teachers Retirement System (TRS) may apply. Consistent with district policy SD-7.17 "Employment of Retirees," selected applicants are responsible for reimbursing the district, through payroll deduction, for the current rate of all TRS pension or TRS Care surcharges. As of September 1, 2025, the TRS pension surcharge rate is 16.5% and the TRS Care surcharge is $535/month.

Primary

Purpose:

Performs complex purchasing and procurement work. Works under general supervision, with moderate latitude for the use of initiative and independent judgement.

Qualifications

Education/Certification/

Experience:

Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE) is required. Major course work in Accounting, Business Administration, Public Administration, or a related field preferred.

Two years full-time, wage earning purchasing, contract management, contract monitoring, accounting, or finance experience.

Each year of experience as described above in excess of the required two years may be substituted for thirty semester hours from an accredited college or university on a year for year basis.

Experience in state or governmental purchasing preferred. Experience in procurement of goods and services related to an educational setting preferred.

Special Knowledge/

Skills:

Knowledge of purchasing methods and procedures, purchasing sources, prices, market factors, product characteristics, and general and technical specifications.

Knowledge of applicable state and federal laws, rules, regulations, and statues related to purchasing.

Knowledge of WSD organizational structure preferred.

Knowledge of automated purchasing information systems.

Skill to research, organize, and interpret information related to the purchasing process and present findings.

Skill in the use of Microsoft Office Suite to include Excel, PowerPoint, Outlook, and Word.

Skill to communicate ideas and instructions clearly and effectively.

Ability to analyze bids and determine best value.

Ability to interpret policies, procedures, and regulations.

Major

Responsibilities and Duties:

1. Purchase goods and services for the district.

2. Prepare, revise, and develop specifications utilizing the qualified mailing list of bidders of assigned commodities and services.

3. Review requisitions for completeness and compliance with applicable requirements prior to processing requests. Process Requests for Quotes (RFQ), prepare and review bid tabulations and analyze bids to determine best value. Make necessary modifications and award Purchase Orders.

4. Maintain and update vendor list to ensure complete, accurate contact and identifying information.

5. Recommend procedures related to improving the purchasing process as needed.

6. Develops solicitations and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating specifications.

7. May coordinate and facilitate procurement-related meetings such as kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scorings.

Policy, reports, and Law:

8. Provide technical assistance to district staff regarding purchasing policies and procedures.

9. Prepare, compile and maintain all physical and/or computerized reports, records, and other documents required for the procurement of goods and services for the district.

10. Maintain confidentiality in handling sensitive information received in the performance of the job duties.

11. Perform duties in a professional manner through daily, punctual attendance.

12. Follow Windham School District policies and procedures in completing assigned job duties.

13. Execute duties in a professional, ethical and responsible manner as defined in 19 TAC Chapter 247, Code of Ethics and Standard Practices for Texas Educators.
