Occupational Category Professional Department Facilities Business Services Division Division of Finance and Operations Open Date 08/18/2026 Open Until Filled No Educational and Experience Requirement Bachelor’s degree in Engineering (Mechanical, Electrical, Energy, or a closely related discipline), Energy Management, or a related field.
Six years of progressively responsible professional experience in energy management, utility optimization, sustainability initiatives, or related operations within a large, multi-facility environment.
Preferred Qualifications:
Certified Energy Manager ( CEM ) credential and demonstrated experience implementing energy conservation strategies, managing utility consumption and cost-reduction initiatives, and utilizing building automation systems ( BAS ) in a higher education, healthcare, government, or other large institutional setting. A combination of education, experience, and training that would produce the required knowledge and abilities could be considered.
Performs advanced managerial work administering the daily operations and activities for Facilities Business Services. Responsible for the development, implementation and maintenance of a comprehensive energy management plan for the University, with cost effective energy measures. The Energy Manager will collaborate with campus to set goals and strategies.
Primary Responsibilities- Develops, implements and monitors the University’s Energy Management Plan and policies to reduce energy consumption.
- Develops and implements short- and long-range utility management goals and objectives.
- Maintains, monitors and analyzes energy consumption data and usage patterns.
- Analyzes data output for trends and/or any deviations for ongoing assessment.
- Prepares reports relating to utility management operations and performance to include utility consumption reports and conservation methods.
- Establishes energy usage benchmarks and outline energy savings targets and objectives to reduce energy consumption and increase efficiency.
- Conducts site visits to perform energy audits to optimize utility consumption.
- Supports initiatives to implement energy conservation opportunities that promote and maintain energy efficiency awareness throughout the University.
- Prepares required reports for the University, Texas State University System and State.
- Provides assistance to facilities planning and construction by reviewing renovation and construction projects for energy impact.
- Collaborates with Facilities Services for implementing measures to reduce utility usage and improve efficiency.
- Develops plan for metering of utilities and cost allocation.
- Performs other related duties as assigned.
