Performs complex project management work. Coordinates the planning and initiation of projects at various levels of completion; monitors progress and schedule; communicates with project stakeholders, management, and other relevant parties; and plans, assigns, and supervises the work of others. Works under general supervision with moderate latitude for initiative and independent judgment.
Essential Functions- A. Manages, develops, oversees, and evaluates information technology projects using accepted project management methodologies; prepares required management and productivity reports and studies; compiles and distributes project information, project status reports, and project budget expenditures.
- B. Initiates projects, obtains authorization and commitment, defends business need and project feasibility; communicates and explains project methodology and processes to management and program staff.
- C. Develops project budgets, schedules, work plans, resource requirements, and cost estimates; monitors and manages project cost to ensure completion within budget.
- D. Coordinates project activities with project staff, agency management, and other agencies, organizations, and contractors; develops criteria for evaluating programs, proposals, and project information; identifies potential risks and difficulties and recommends strategies to mitigate; monitors and manages project quality to ensure outcomes meet specifications.
- E. Plans, assigns, and supervises the work of others; performs a variety of marginal duties as needed.
A. Education, Experience, and Training
- 1. Bachelor’s degree from a CHEA-recognized or US Department of Education-accredited institution. Preferred majors:
Business Administration, Computer Science, Management Information Systems, or related field. Experience may substitute for coursework on a year-for-year basis. - 2. Four years of full-time, wage-earning information technology project or process management experience and four years of full-time data processing, information technology, or MIS experience; or four years of general project/process management experience and five years of data processing, information technology, or MIS experience.
- 3. Experience supervising employees preferred.
- 4. Governmental program experience preferred.
- 5. PMP certification preferred.
B. Knowledge and Skills
- 1. Knowledge of project management theories and practices.
- 2. Knowledge of state and federal laws, rules, regulations relevant to project administration.
- 3. Knowledge of current information systems technologies, practices, and procedures preferred.
- 4. Knowledge of agency and departmental structure, policies, procedures, rules, and regulations preferred.
- 5. Skill to communicate ideas and instructions clearly and concisely.
- 6. Skill to coordinate with staff, departments, officials, agencies, organizations, and the public.
- 7. Skill in administrative problem-solving techniques.
- 8. Skill to review technical data and prepare technical reports.
- 9. Skill in the use of computers and related equipment in stand-alone or LAN environments.
- 10. Skill to manage project activities.
- 11. Skill to develop and evaluate administrative policies and procedures.
- 12. Skill to evaluate new technical developments.
- 13. Skill to project resource requirements and coordinate planning and budgeting.
- 14. Skill to monitor program budgets, contracts, and service agreements.
- 15. Skill to plan, assign, and supervise the work of others.
