BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Sudan is experiencing unprecedented levels of food insecurity largely attributed to the now protracted conflict, with over half the population—25.6 million people—in need of assistance. WFP is scaling up its emergency operations to respond to the crisis despite enormous challenges due to access limitations, insecurity, reduced resources and a rapidly evolving conflict. As of May 2026, WFP has reached over 4M beneficiaries with food assistance, of whom 1.2M received their assistance through cash-based transfers (CBTs).

By December 2026, WFP aims to reach over 2, 3M through CBTs. This scale of increase is largely made possible by generous donations and grants from WFP''s partners.

Job purpose

With plans to implement CBTs at scale from June to December 2026 given the expected increase in CBT funding during the said period, this position is crucial to ensure CBT resources and grants are well managed, followed up and optimally utilized and accounted for. The role will be under the direct supervision of the Head of CBT. The incumbent will be responsible for carrying out the following tasks and responsibilities:
ACCOUNTABILITIES/RESPONSIBILITIES:

1. Support monitoring of CBT funds utilisation, and advance financing, loan and borrowing/repayment and refinancing arrangements; and alert supervisors to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses.

2. Documentation, including preparation of periodic accurate and timely CBT grants management reports to enable informed decision-making.

3. WINGS focal point in the CBT unit primarily responsible for processes around outline agreements, raising purchase requests and close follow up until purchase orders are released, service entry sheets, among others.

4. Support senior colleagues in monitoring the resource pipeline to maximise operational effectiveness, following standards and processes, and providing advice on resource allocations based on severity of pipeline shortfalls using relevant pipeline tools.
