Job Profile

The Programme Quality Coordinator provides specialist technical support and coordination for programme quality and Monitoring, Evaluation, Accountability and Learning (MEAL) across CAFOD & Trócaire in Partnership (CTP) South Sudan. Reporting to the Head of Programmes, the role works with programme teams, partners and technical advisers to support programmes to meet organisational quality standards, donor requirements and agreed frameworks. The post holder strengthens community accountability, generates credible evidence, promotes learning and supports the use of monitoring findings in programme decisions and future design.

Within priorities and frameworks agreed with the Head of Programmes, the role coordinates implementation and routine review of country MEAL systems, assessments and evaluations, data quality, technical learning and MEAL and programme-quality capacity strengthening. It works alongside the Programme Officer
- Partnership and Programme Administration, who leads partnership administration, Web Promise , broader partner‑capacity coordination and administrative compliance follow‑up. The role supports programme‑quality assurance for Safe, Accessible, Dignified and Inclusive (SADI) programming, working closely with the designated CTP Safeguarding Focal Point and technical sector leads, including the Protection and Women Empowerment Officer. Sector specialists retain technical leadership for programme content and implementation in their respective areas.

The role also coordinates with relevant country, regional and head‑office teams and will i ncludes responsibility for managing direct reports . The ideal candidate combines strong technical MEAL expertise with sound judgement, a collaborative approach and substantial experience supporting partner‑led programmes in complex and conflict‑affected settings.

Key Responsibilities

Programme quality and MEAL systems (30%)

Coordinate implementation and routine review of the agreed country MEAL system, quality standards, indicator tracking tables, reporting schedules and monitoring tools; analyse monitoring data across programmes, identify quality gaps, recommend corrective actions for approval by programme management and follow up agreed actions with teams and partners.

Provide technical support for programme design and review, including theories of change, logical frameworks, results frameworks, indicators and MEAL plans and budgets, informed by needs assessments, context analysis and prior learning.

Support teams and partners to translate approved designs into effective monitoring and reporting systems and provide technical review of programme design, monitoring, evidence and reporting against organisational policies, donor requirements, programme cycle management standards and the Core Humanitarian Standard. Escalate significant quality concerns through the Head of Programmes. Coordinate with the Programme Officer
- Partnership and Programme Administration on administrative grant‑management and partner‑compliance follow‑up, and with technical advisers and sector leads on consistent technical standards and implementation.

Monitoring, assessments, evaluations and data quality (25%)

Coordinate assessments and evaluations using agreed methodologies and quality standards, including baselines, midterm and endline studies, post‑distribution monitoring, impact monitoring, knowledge, attitudes and practices surveys, market and post‑harvest assessments…
