Position OverviewSeeking an experienced Senior Estimator to prepare accurate and competitive construction estimates for Unit Price Book (UPB)-based task orders under Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, as well as non-UPB projects when required.
This position plays a key role in the preconstruction process by leading estimating efforts, coordinating with project teams, and mentoring junior estimators. Project values typically range from $50,000 to $10,000,000, with occasional projects exceeding $20,000,000.
ResponsibilitiesPrepare detailed cost estimates, quantity takeoffs, and scopes of work for UPB and non-UPB projects.
Develop task order proposals that comply with contract requirements using available project information.
Estimate labor, materials, equipment, subcontractor costs, and self-performed work to evaluate project profitability.
Review drawings, specifications, design narratives, and contract documents to ensure complete and accurate estimates.
Coordinate with architects, engineers, subcontractors, and vendors to clarify scope and obtain competitive pricing.
Manage communication with project owners regarding proposals, pricing, and change orders.
Develop subcontractor scopes of work and oversee bid solicitation for multiple projects simultaneously.
Evaluate subcontractor proposals, negotiate pricing, and verify complete trade coverage.
Identify design conflicts, scope gaps, and constructability concerns while preparing Requests for Information (RFIs).
Lead bid‑day activities, including proposal reviews, bid leveling, and final submissions.
Maintain organized estimating records, historical cost data, and project documentation.
Track estimated costs against awarded values to support ongoing performance analysis.
Attend project site visits, pre‑proposal meetings, and coordination sessions.
Assist with preconstruction submittals in collaboration with Project Managers.
Support project teams with pricing, equipment rentals, purchase orders, and other preconstruction activities.
Help train and mentor less experienced estimators.
Build and maintain strong relationships with subcontractors, suppliers, and industry partners through regular networking and outreach.
QualificationsBachelor's degree in Construction Management, Engineering, Architecture, or a related field, or equivalent experience.
At least seven (7) years of estimating experience with a general contractor or specialty contractor in the Washington, DC metropolitan area.
Experience with federal construction projects and government contracting requirements.
Residential‑only or basic commercial estimating experience is not sufficient.
Strong ability to read and interpret construction drawings, specifications, and contract documents.
Solid understanding of construction methods, sequencing, and constructability.
Excellent communication, organizational, analytical, and mathematical skills.
Self‑motivated with the ability to manage priorities and work independently.
Advanced knowledge of CSI Master Format and Uni Format classification systems.
Proficiency with Procore, Microsoft Excel, Microsoft Word, Bluebeam, On‑Screen Takeoff, RSMeans, Building Connected, and similar construction software.
Strong attention to detail and the ability to manage multiple estimates while meeting deadlines.
Collaborative mindset with the ability to work effectively across project teams.
RequirementsMust be a U.S. Citizen.
Must successfully pass a background investigation.
Valid driver’s license with a satisfactory driving record.
