Description
The HR Specialist provides operational and technical support for federal human resources functions, with direct responsibility for personnel processing, records management, and the digitization of personnel records. This role supports the maintenance, validation, and electronic conversion of Official Personnel Folder (OPF) records while ensuring compliance with applicable federal regulations, Office of Personnel Management (OPM) guidance, and records management standards. The HR Specialist performs hands‑on scanning and quality control activities, manages sensitive personnel information, and ensures the accuracy, integrity, and security of both paper and electronic HR records.
Responsibilities- Perform personnel processing activities, including preparation, review, and processing of Personnel Action Requests (PARs) in accordance with federal HR policies and procedures.
- Maintain, update, and verify Official Personnel Folder (OPF) and electronic Official Personnel Folder (eOPF) records to ensure completeness, accuracy, and regulatory compliance.
- Perform hands‑on scanning and digitization of personnel records, including document preparation, scanning, indexing, and quality assurance in accordance with FADGI 3‑star guidelines.
- Operate and maintain scanning equipment to convert paper personnel records into high‑quality electronic formats while preserving document integrity.
- Utilize federal HR systems, including eOPF, HRConnect, and NFC Mainframe/Reporting, to support personnel, staffing, and benefits‑related actions.
- Conduct quality control reviews of scanned and native HR documents to validate image quality, data accuracy, service history, and completeness.
- Apply OPM’s Guide to Personnel Recordkeeping to ensure proper organization, verification, and handling of personnel records.
- Safeguard sensitive personnel information by implementing appropriate privacy, security, and confidentiality controls to prevent loss or unauthorized disclosure.
- Use Microsoft Office applications (Outlook, Excel, Word, and SharePoint) to track processing status, manage documentation, and support reporting requirements.
- Communicate effectively with stakeholders at all levels to request, clarify, and provide personnel and records‑related information.
- Perform routine, high‑volume HR and records processing tasks while maintaining a high level of accuracy, consistency, and attention to detail.
- Minimum three (3) years experience in federal HR in two or more of the following areas:
- personnel processing
- Official Personnel Folder (OPF) file maintenance
- staffing
- benefits
- Minimum three (3) years experience in the use of the Electronic Official Personnel Folder (eOPF) system, HRConnect, and NFC Mainframe/Reporting
- Minimum of one (1) year experience with Personnel Action Request (PAR) processing
- Experience in large‑scale digitization using FADGI 3‑star guidelines
- Proficiency in use of the Microsoft Office Suite including Outlook, Excel, Word, and Share Point
- Proficiency with scanning equipment
- Knowledge of Official Personnel Folder (OPF) records and how to verify service history
- Ability to conduct quality control reviews to check the accuracy of HR documentation
- Experience in using OPM’s Guide to Personnel Recordkeeping
- Excellent verbal and written communication skills
- Ability to interact with individuals at all levels to request and provide information
- Must have strong attention to detail
- Experience in performing routine tasks while maintaining attention to detail and accuracy of data
- Knowledge of the appropriate safeguards to protect documents against loss and unauthorized dissemination
