Job DescriptionThe City of Idaho Falls is accepting applications for an Accountant at either Level II or III depending on the candidate's experience. This position performs a variety of professional accounting and financial analysis, monthly reporting, reconciliations, adjustments, development of internal controls, and budget preparation. Position is responsible for maintaining efficient operations of the general ledger accounting system, by collecting and recording financial information and by providing internal and external support for audit and regulatory reporting.
Supervision Received Reports to the Finance Manager. Supervision Exercised Supervises, trains, and evaluates Finance division personnel, as assigned.
A Bachelor's Degree is required for this position.
Essential FunctionsAccountant Level II:
General Purpose
Assists the Controller and other finance staff in preparing annual budgets and the comprehensive annual financial report.
Assists the Controller and other finance staff in reviewing, developing, and auditing other departments for compliance to internal controls, financial, city, and personnel policies.
Reviews the application of accounting policies and procedures to ensure that appropriate controls are achieved, and that necessary financial information is being produced.
May work with the Information Technology staff when requesting that certain programs be written to retrieve needed information.
When working on such programs, determines data required, best format, and tests the accuracy and completeness of data produced from the program.
Works with City Controller in preparation of annual Audit and Annual Financial statements.
This includes determining and making all Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) entries, reconciliations, documentation, supervision of inventory counts and adjustments, communication with the auditors, and implementation of viable audit recommendations.
Works with auditors; pulls the documentation needed and verifies entries into the financial system;
Assists other departments with problems; answers questions when needed.
Reviews and maintains a variety of financial records and prepares a variety of reports, assignments may include:
Prepares and makes adjusting entries for the Monthly Budget Report.
Ensure Accuracy of encumbrances.
Reconciles the General Ledger Utility Accounts Receivable with the Utility Monthly printouts.
Processes monthly work order transfers and billings.
Understanding and oversight of purchasing processes to ensure compliance with purchasing and financial policies.
Helps prepare fixed asset listing and ensures capitalization of assets.
