Job Description

Job Functions And Responsibilities
  • Facilitate the execution of research and development at the Idaho National Laboratory.
  • Evaluate technology, technical data, and software using U.S. export control requirements and regulations.
  • Identify and mitigate export compliance risks.
  • Interpret regulations, conduct activity reviews, review for restricted parties, perform information release evaluations, resolve potential or actual compliance issues, identify required permits or licenses, and gather and report compliance data.
  • Apply export controls as appropriate to INL programs and initiatives, facilities, Cooperative Research and Development Agreements (CRADA), Strategic Partnership Projects (SPP), Intellectual Property Reviews, security plans, foreign travel requests, external releases of information, shipping, procurement, excess property, and other areas.
  • Educate and train INL employees on export compliance.
  • Serve as an authority on export control regulation interpretation and application at INL.
  • Coordinate decisions with others and lead analysts and management staff to make risk mitigation and export control-related decisions.
  • Act as an interface and influencer for other Laboratory organizations. Manage relationships with DOE-, DOE-HQ, other DOE Laboratories, and outside entities.
  • Monitor export control regulatory changes and help integrate new requirements into export control program workflows and processes.
  • Follow and address regulatory changes.
  • Assist the Export Compliance (EC) manager to implement program plans to move the group forward.
  • Identify and prioritize program goals and help identify appropriate actions and staff to help address those goals. Monitor and offer continuous improvement suggestions as needed.
  • Identify training resources useful to individuals or the group (classes, webinars, reading, etc.).
  • Train and audit junior staff to help ensure compliance and adequate record keeping as needed.
Required
  • Level 1:
    Bachelor of Science degree in engineering, science, or another technical degree.
  • Level 2:
    Bachelor of Science degree in engineering, science, or another technical degree and 2 years of relevant experience, or a Master of Science in the same fields of study.
  • Relevant experience determined with level in a relevant technical field. Disciplines of interest include, but are not limited to, chemistry, biology, electronics, nuclear, materials science, foreign policy, or compliance.
  • This position requires the ability to obtain and maintain a DOE 'Q' clearance which requires U.S. citizenship.
Physical Requirements

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, use hands to handle materials, manipulate tools, keyboard and type, reach with hands and arms, and operate job-related equipment. The employee must occasionally lift and/or move up to 25 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required.

Job Information

Idaho National Laboratory is hiring a Export Compliance Analyst to work on our Export Control and Compliance team. Our team works a 9x80 schedule located out of our Research and Education Campus with every other Friday off.

  • The pay range for this position is:
    Level 1 ($66,504 - $136,356) / Level 2 ($79,344 - $162,732). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.
  • TDP:
    This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
