The Emergency Management Lead establishes and maintains Aalo's emergency management program for CTR, Aalo-0, Aalo-X, and associated Idaho Falls activities. The Lead ensures credible events are identified, response plans and procedures are executable, personnel are trained and drilled, facilities and equipment are ready, and interfaces with Idaho National Laboratory and MFC response organizations are clearly defined. This role reports to the ES&H Director and has direct access to the Plant Operations Director and facility authority for urgent readiness or response concerns.
Whatyou'll do
- Develop, implement, and maintain the emergency management program, emergency plan, implementing procedures, hazards assessments, emergency action levels, and response organization for Idaho Falls activities. Programs must meet DOE requirements.
- Define command, control, notifications, classifications, protective actions, accountability, medical response, radiological response, fire response, security interfaces, recovery, and reentry responsibilities.
- Establish formal response and communication interfaces with MFC, Idaho National Laboratory, DOE, local emergency services, hospitals, law enforcement, and other off‑site organizations as applicable.
- Internally recruit, train, qualify, drill, and maintain an Emergency Response Organization with sufficient depth for shifts, absences, construction, testing, startup, and sustained operations.
- Plan and conduct drills and exercises that test realistic radiological, sodium, fire, industrial, medical, security, natural-phenomena, and loss-of-infrastructure events; document performance and corrective actions.
- Maintain emergency facilities, communications, alarms, accountability systems, protective equipment, supplies, maps, callout rosters, and response equipment in a ready and tested condition.
- Integrate emergency preparedness requirements into facility design, modifications, work planning, operating procedures, training, commissioning, and readiness reviews.
- Establish drill and response performance indicators, conduct self‑assessments and management observations, and ensure deficiencies are entered into the corrective action program and effectively closed.
- Provide technical and programmatic support during actual emergencies, including classification, notifications, protective‑action recommendations, consequence assessment, public information coordination, and recovery planning.
- Stop or delay operations or testing when emergency response capability, required staffing, equipment, communications, or external support arrangements are not adequate for the planned activity.
- Five or more years of progressively responsible emergency management, nuclear operations, radiological protection, fire protection, security, or high-hazard emergency response experience.
- Two or more years leading an emergency preparedness program or significant portion of an Emergency Response Organization at a commercial nuclear power plant, DOE nuclear facility, national laboratory, or comparable high-hazard site.
- Demonstrated knowledge of emergency planning hazards assessments, classifications, action levels, notifications, protective actions, drills and exercises, consequence assessment, recovery, and program assessment.
- Experience coordinating with DOE, national laboratories, state and local agencies, fire and medical services, law enforcement, and off‑site response organizations.
- Working knowledge of radiological events, sodium hazards, industrial accidents, fires, natural phenomena, security events, and continuity‑of‑operations challenges preferred.
