This is a management position requiring the incumbent to supervise and coordinate activities of the Asphalt Paving Foreperson and crew members engaged in spreading, rolling, tamping, and patching asphalt or similar material to form surfaces of highways, streets, parking lots, aircraft landing strips, and driveways. The individual should also have a working knowledge of equipment operations and repairs. The position requires day‑to‑day relations with both the people he/she is supervising and the client.

Daily planning of manpower and equipment is required to obtain maximum utilisation. This individual will be responsible for planning and scheduling and will manage paving projects as a project superintendent. The individual must be willing to travel to job locations.

Key Responsibilities (Essential Duties And Functions)
  • Work with Project Manager/Estimator to develop project schedules and updates.
  • Work with or in lieu of the dispatcher to schedule projects, manpower and equipment, and transport schedules.
  • Participate in project meetings with contracting agencies and customers.
  • Participate as required in pre‑bid and post‑job meetings to evaluate performance and profitability of the project to ensure goals are attainable and being met.
  • Interface daily with paving foreman to ascertain their needs, problems and job progress.
  • Ensure that foremen have the time cards for their crew turned in on a timely basis, that coding is correct, and that the foreman has signed card; also ensure all required equipment documentation is completed and accurate.
  • Check daily cost sheets for accuracy, compliance with estimated cost, and, if over budget, find out why and report to management.
  • Prior to job startup, review with the paving foreman the project plans and specifications and the project startup list to ensure that each item is completed, e.g., dig line has been contracted.
  • Assist Estimating as available by performing field measurements and determining sources.
  • Check that foreman’s job quantities are correct and submitted to Estimating; remember that they will generate the invoice based on what is reported.
  • Maintain, in conjunction with the hot plant operator, adequate oil supplies and fuels to meet the project’s needs; review hot plant reports, crusher reports, and job reports.
  • Supervise foreman and other related employees.
  • Coordinate daily work activities, job site organisation, reading of plans, etc.
  • Supervise and schedule work crews.
  • Organise job site goals, timelines, and budgets.
  • Drive to various job site locations.
  • Assist with heavy equipment operation as needed at job site locations.
  • May be subject to drug testing, medical exams and physical agility testing.

Education/Experience

  • High school diploma or GED required.
  • Minimum of 10 years construction supervisor experience – DOT (State, FAA and Federal Highway) paving specification experience preferred.
Work Requirements
  • Will be subject to drug testing, medical exams and physical agility testing.
  • Ability to read and comprehend simple instructions, short correspondence and memos.
  • Ability to write correspondence.
  • Ability to effectively present information in one‑on‑one and small‑group situations to customers, clients and other employees of the organisation.
