Position: Project Controls Analyst (PCA)

Job Description

Idaho National Laboratory is hiring a Project Controls Analyst (PCA) to work on our MFC Projects team. Our team works a 4x10 schedule located out of our Materials and Fuels Complex (MFC) with every Friday off.

Idaho National Laboratory needs Project Controls Analysts to shape the future of nuclear energy and national security by aligning project strategies with the laboratory's legacy of groundbreaking innovation from pioneering nuclear power to advancing cutting-edge technologies. You'll assist project managers, project schedulers, and project engineers in defining project scope and requirements, adhering to capital asset compliance principles, developing work breakdown structures, identifying and mitigating risks, submitting cost estimates and funding determinations, and determining and implementing scope, schedule, and budget baselines.

All tasks include updating project status, monitoring variances, trending performance, managing contracts, determining corrective actions, collecting and analyzing project data and costs from various sources and partners, supporting management system leads with internal surveillances to ensure requirements are met, assisting with maintenance of analysis, trending, forecasting, and reporting processes, reviewing and supporting updates to metrics, maintaining baseline schedules and budgets consistent with change control procedures, contributing to completion of milestones, and ensuring managers are aware of changes affecting work outcomes.

Job Functions And Responsibilities
  • Assist project managers, Project Schedulers, and Project Engineers in defining project scope/requirements, adhering to capital asset compliance principles and procedures, developing work breakdown structures (WBS), identifying and mitigating risks, submitting cost estimates and funding determinations, determining and implementing scope, schedule, and budget baselines, updating project status, monitoring variances, trending performance, managing contracts, and determining corrective actions as necessary.
  • Collect, analyze, trend, forecast, and report on project data and costs from various sources (e.g., P6, Splash

    BI (Business Systems), COBRA, etc.) and partners (e.g., engineering, procurement, construction, business management, etc.).
  • Support the PMO Management System Lead (MSL) with internal surveillances, if necessary, to ensure EVMS requirements are being met.
  • Assist with the maintenance of analysis, trending, forecasting, and reporting processes and storyboards that flowchart project controls and cost engineering work processes.
  • Review and support ongoing updates to EVMS metrics.
  • Maintain, review, and revise baseline schedules and budgets consistent with established change control procedures.
  • Contribute to the completion of milestones associated with specific work assignments.
  • Assist with the development and maintenance of the Performance Measurement and Performance Baseline schedules, Life Cycle Schedules (LCS), and the Field Execution Schedule (FES).
  • Assist with matters such as schedules of values, contracting strategies, subcontractor relationships, tiers, and markups, change orders, etc.
  • Ensure INL Managers are aware of previous, current, and future changes to work that can/will change the desired outcome of the work.
Required
  • Level 1:
    Bachelor’s in Business Administration, Project Management, Construction Management, or a related degree and 0 years experience.
  • Level 2:
    Bachelor's in Business Administration, Project Management, Construction Management, or a related degree and 2 years of experience. Master's and 0 years of experience. PhD and 0 years of experience.
  • Experience with project control systems or MS Office.
  • This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship.
The Ideal Candidate Will Possess
  • Degree in Business Administration, Project Management, Construction Management, or a related field.
  • Depending on the assigned directorate, may be required to obtain and maintain a L level security clearance.
  • Understanding of scheduling principles and theory.
