Idaho National Laboratory (INL) is seeking a Sr. Counterintelligence Program Security Specialist to support an effective and compliant Counterintelligence (CI) Program which protects the Laboratory and other Department of Energy (DOE) sites/facilities from hostile foreign intelligence and international terrorism threats. In this role, you will develop and administer programs to ensure security controls effectively protect assets in accordance with applicable program requirements.
You will report directly to the Director of Counterintelligence.
- Represent CI Program Office in coordination and liaison meetings.
- Assist in drafting raw intelligence (e.g. Intelligence Information Reports) products.
- Produce basic analytic products.
- Document interviews and other investigative steps.
- Analyze data to identify trends.
- Conduct open source/classified research.
- Summarize investigative findings.
- Prepare case/intelligence briefings.
- Backup support to the Foreign National Access Program.
- Support INL University Partners Program.
- Support INL (CI) Agreements Program.
- Develop bulk data analysis capabilities/reports.
- Assist in conducting forensic Cyber analysis.
- Assist in conducting digital forensic examinations.
- Translate/summarizing foreign language documents.
- Perform CI program analysis and guidance for visitor badging, sensitive compartmented information (SCI) nominations, and determines security clearance passage to other agencies.
- Provide CI program support to Department of Energy (DOE) polygraph program.
- May act as primary CI office representative providing information to internal laboratory directorates.
- Backup support to the Foreign National Access Program.
- Provide CI program direction for the Operations Security (OPSEC) program.
- Provide CI program direction in Monthly Code Oversight, review of agreements, and Cooperative Research and Development Agreements (CRADA).
- Provide security related direction and support in various areas, ensuring that all activities align with organizational goals and requirements.
- Manage and oversee access controls and security measures for applicable facilities to ensure the protection of assets and information.
- Develop and conduct assessments and surveys to identify areas for improvement and ensure compliance with relevant standards and regulations.
- Make decisions related to assigned role and responsibilities without requiring significant direction, ensuring that actions taken are in the best interest of the organization.
- Manage and oversee various security processes and activities, ensuring that they are carried out efficiently and effectively.
- Provide mentorship and training to staff members, helping them to develop their skills and perform their duties effectively.
- Level 3:
Bachelor's degree in a related field and 5 years of relevant professional experience, or an advanced degree in a related field and 2 years of relevant professional experience. - Level 4:
Bachelor's degree in a related field and 5 years of relevant professional experience, a Master's degree in a related field and 6 years of relevant professional experience, or a PhD and 4 years of relevant professional experience. - Willingness to submit to random CI-scope polygraph examinations.
- This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.
- Active TS (DOE Q)/SCI clearance.
- Formal military intelligence training/experience/certifications.
- Federal law enforcement investigative or analytic experience.
- State/local/tribal law enforcement criminal investigative experience.
- Computer forensics or Cyber degree/experience/certifications (eDiscovery, Microsoft M365 Security, Splunk, Log Review, CompTIA A+, CompTIA Sec+). Data analytics experience/certifications.
- Foreign language proficiency (Mandarin, Russian, Korean, Persian).
- Experience/certification in U.S. Intelligence Community collection and/or reporting systems.
- The pay range for this position is:
