Overview
The Project Management Office (PMO) Division Director provides strategic leadership and operational oversight for INL's enterprise-wide project management capabilities, serving as the principal architect of project management standards, methodologies, and performance excellence across the laboratory's diverse portfolio of nuclear energy research, national security, and critical infrastructure missions.
Organizational ContextThis position reports to the Chief Financial Officer and Director of Business Management and leads a division of approximately 60 professionals including project schedulers, cost estimators, project control analysts, and project managers. The Division Director serves as a key member of the Business Management leadership team and collaborates extensively with mission directorates, operations, and support functions across INL's multi‑site enterprise.
Key Responsibilities Strategic Leadership & Organizational Development- Direct the PMO Division to establish and maintain world‑class project management standards, processes, and tools that support INL's $2.1+ billion mission delivery
- Develop and execute a comprehensive strategy for advancing project management maturity across the laboratory, including capability assessments, roadmaps, and continuous improvement initiatives
- Lead organizational change management efforts to drive adoption of modern project management methodologies, tools, and best practices throughout INL
- Build and sustain a high‑performing, learning‑focused organization that develops project management talent and expertise across technical and administrative disciplines
- Conduct comprehensive assessments of project management systems, processes, and organizational capabilities to identify gaps, inefficiencies, and opportunities for enhancement
- Lead continuous improvement initiatives using Lean, Six Sigma, and other improvement methodologies to optimize project management effectiveness and efficiency
- Drive innovation in project management practices through evaluation and implementation of emerging technologies, methodologies, and industry best practices
- Establish performance metrics and key performance indicators (KPIs) to measure PMO effectiveness and project management maturity
- Benchmark INL's project management capabilities against DOE complex peers and industry leaders to identify leading practices and improvement opportunities
- Oversee integrated project scheduling, cost estimating, and project controls functions to ensure rigorous performance measurement and earned value management across INL's project portfolio
- Establish and maintain project management systems and tools that enable real‑time visibility, analytics, and decision support for project execution
- Lead development and implementation of project management policies, procedures, and standards in full compliance with DOE Order 413.3B Program and Project Management for the Acquisition of Capital Assets and federal project management requirements
- Direct the cadre of project managers in executing critical laboratory initiatives while serving as exemplars of project management excellence
- Ensure robust cost estimating methodologies and practices support accurate project planning and baseline development
- Maintain quality assurance and quality control frameworks for project planning, execution, and reporting
- Serve as the primary point of contact for DOE‑ all matters related to project management performance, compliance, and capability development
- Develop and deliver comprehensive project performance reports, dashboards, and briefings to DOE‑ that provide clear visibility into project health, risks, and outcomes
- Lead monthly and quarterly project reviews with DOE‑, presenting integrated cost, schedule, and technical performance data with analysis and recommendations
- Proactively communicate project challenges, corrective actions, and lessons learned to DOE‑ maintain transparency and trust
