Position: Performance Assurance Manager

Idaho National Laboratory's (INL) Facilities and Site Services Chief Operating Officer group is seeking forward-thinking professionals interested in exploring a career as a Performance Assurance Manager! Our team works a 9x80 schedule located in Idaho Falls with every other Friday off.

The Senior Manager integrates issues management, Lessons learned, management observations, and self-assessment into the broader CAS ecosystem, leveraging innovative approaches-including AI and advanced analytics-to enable proactive risk management and continuous improvement. This role partners across the laboratory to ensure assurance activities are mission-aligned, stakeholder-informed, and operationally impactful.

Responsibilities
  • Provide strategic vision and leadership to performance assurance staff, ensuring alignment with organizational objectives and continuous improvement initiatives.

  • Influence cross-functional teams and drive organizational impact through collaboration and data-driven decision-making.

  • Lead development and reporting of Key Performance Indicators (KPIs) to organizational leadership, integrating advanced analysis of operational data to identify trends and efficiency opportunities.

  • Apply Human Performance Improvement (HPI) principles to proactively reduce error-likely situations and enhance organizational reliability.

  • Conduct and oversee time and motion efficiency assessments to evaluate workflow effectiveness, identify bottlenecks, and recommend process optimizations that improve mission performance.

  • Develop forward-looking efficiency outlooks and predictive models to inform leadership decisions and resource planning.

  • Serve as the primary point of contact for governance bodies (IOPAC, REB, CAS/DOE) and lead Management Review Meetings (MRMs) to identify performance risks and strategic improvement opportunities.

  • Mentor staff in advanced performance analysis techniques, including HPI methodologies and efficiency assessment frameworks, fostering a culture of operational excellence.

  • Ensure integration of assessment findings into corrective action systems and maintain rigorous oversight of closure processes.

  • Drive continuous improvement initiatives across organizational boundaries, leveraging data-driven insights to enhance productivity and mission success.

Minimum Requirements
  • Bachelor's degree in business, Technical, or related field plus 8 years' experience and 2 years leadership experience, or Advanced Degree plus 6 years' experience and 2 years of leadership experience.
  • Demonstrated expertise in Human Performance Improvement (HPI) principles and application.
  • Strong analytical skills with experience in performance data interpretation and risk identification.
  • Ability to credibly advise senior leadership on strategic matters impacting organizational performance.
  • Must be capable of working effectively across organizational and functional boundaries.
  • Ability to acquire and maintain a Department of Energy 'Q' clearance (requires U.S. Citizenship).
Preferred Knowledge, Skills, Experience
  • Experience with DOE/NNSA programs and compliance requirements.
  • Experience as a Lead Assessor, Critique Leader, Cause Analyst, and/or PAAA/NTS Screener in accordance with Laboratory requirements.
  • Working knowledge of performance assurance software tools (e.g., SharePoint, Devon Way, Opex Share).
  • Maintenance and operations experience/background.
  • Ability to conduct time and motion studies, efficiency assessments, and develop actionable improvement plans for maintenance and operations organizations.
Physical Requirements

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 35 pounds.
