Job Overview

Responsible for the review and payment approval of General Contractor payment applications for the development of new, relocation, renovation and remodel projects. Ensure compliance with construction contracts, receipt and review of material testing reports, coordinate project reimbursements, bond releases, and complete and issue final cost reports.

Essential Job Functions
  • Audit General Contractor payment applications and verify receipt of all contractual and/or government‑required documents.
  • Review contract documents submitted through Lucernex workflow for accuracy and completeness, including fully executed building permits, certificate of insurance, completed subcontractor lists, hazardous material disposal documentation, order information for HVAC, electrical, energy management, and materials supplied by O’Reilly.
  • Compare schedule of values for the current payment application to the progress of work completed as shown in weekly field reports submitted by the General Contractor.
  • Work with the Construction team to resolve any questionable amounts and enter payment information into Lucernex budget tracking, ensuring all divisions of work are within approved amounts and approved change orders.
  • Process miscellaneous invoices received for store construction projects and review submitted lien waiver documents for completeness and compliance with state requirements.
  • Complete and record Notice of Commencement or Notice of Completion documents as required by each state.
  • Work with the Legal team to resolve any recorded liens or other legal notices received during the course of a project.
  • Utilize information available in Lucernex, such as site plans, legal descriptions, tax parcel numbers, and permitting information, to determine the appropriate governing authority and research sites on Google Earth for adjacent buildings, street names, and address verification.
  • Track the receipt of soil and concrete testing results to ensure compliance with specifications, review soil compaction and concrete strength testing reports, and work with the Construction team to resolve any questionable results.
  • Submit stress records to the structural engineer for review and approval when applicable.
  • Review property lease and purchase information to identify opportunities for cost sharing and reimbursement, coordinate with the Construction team to collect cost documents from the General Contractor, and coordinate with the Property Management team to collect monies owed.
  • At project completion, perform a complete audit of all invoices, change orders, lease amendments, and government documents to identify potential duplicate payments, reimbursable deposits, or other cost recovery opportunities.
  • Use Lawson project activity queries and Lucernex budget tracking reports to reconcile construction expenses and investigate or resolve discrepancies.
  • Prepare the final project cost report and issue it to the Finance team.
Required

Skills and Qualifications
  • High school diploma or equivalent.
  • 2+ years of general office experience.
  • Ability to work independently as well as in a team environment.
  • Excellent verbal and written communication skills.
  • Strong research skills, including the ability to obtain information from multiple sources, conduct valid internet research, investigate and convey information to enable strategic decision‑making, and research and analyze a variety of complex issues and recommend solutions.
  • Ability to use relevant information and judgment to ensure processes comply with laws, regulations, or standards.
  • Superior attention to detail to spot inconsistencies in contracts.
  • Reading comprehension to interpret and apply policies, procedures, and agreements.
  • Critical thinking, creative problem solving, and time management skills.
  • Proficiency with Microsoft Office products including Word and Excel.
Preferred Qualifications
  • Basic math proficiency.
  • 5+ years of general office or banking experience.
