Manages construction contracts and projects in coordination with other DART departments, government entities, consultants, and related parties for Dallas Area Rapid Transit's (DART) Capital Design & Construction Division of the Development Department. Responsible for developing and leading mobility capital projects including bus right of way infrastructure projects, transit facilities, and other programs to enhance connectivity and accessibility. Position will oversee activities of consultants engaged in planning of capital projects, construction contractors, and relations with public works municipality representatives.
Essential Duties and Responsibilities- Develop and lead capital programs, ensuring proper oversight and coordination of dependencies across projects and programs, and establish processes for resolving or escalating issues.
- Develop Project Scopes, Project Plans, Work Orders, Communications Planning, Stakeholder and Organization Change Management, and Project Reporting and record keeping.
- Ensure proper management and reporting on risks, issues, plans, dependencies, and budgets.
- Provide the primary interface between construction contractors and the DART Capital Programs team.
- Manage assigned projects.
- Oversee, check work of, and instruct consultants and contractors on assigned projects.
- Monitor performance of work to ensure compliance with DART Standards.
- Review and manage project cost, schedule, and scope status; identify project risks and recommend changes to ensure compliance with established objectives and mitigate risk impacts.
- Manage and review design plans, cost estimates, and invoices.
- Develop, submit approval for, and monitor project budgets and contract values.
- Oversee and participate in negotiation of contract changes and supplemental agreements.
- Perform technical reviews of projects and prepare technical reports and correspondence.
- Make formal presentations to staff, consultants, government entities, and other related parties to communicate project performance.
- Serve as a liaison with public officials and occasional DART riders regarding current construction activities.
- Remain current on new industry trends, methods, and technology.
- Develop, implement, evaluate, and revise section policies, procedures, and standards.
- Prepare a variety of reports for management review.
- Perform other related duties as assigned.
- Bachelor’s degree in Civil Engineering, Construction Management, or a closely related field.
- Eight (8) years of progressively responsible experience managing engineering and/or construction projects and contracts, including oversight of consultants.
- Transit experience preferred.
- Valid Texas Class C driver’s license with no Driving While Intoxicated convictions within the last sixty (60) consecutive months, no more than one (1) DWI on driving record, and no more than three (3) convictions of moving violations within the last thirty-six (36) months.
- Working knowledge of federal, state, and local laws and regulations governing engineering and construction contracts.
- Proficiency in overseeing and organizing the work of others; high levels of proficiency in performing complex and difficult professional and technical work such as managing construction contracts, directing staff, and negotiating disputes.
- Excellent written and oral communication skills to effectively communicate with all levels, both inside and outside DART.
- Knowledge of the procurement process and general understanding of estimating large projects.
- Ability to direct or conduct GIS data analysis and review.
- Ability to scope tasks and projects, measure performance against goals, and solve difficult problems with effective solutions.
- Ability to facilitate brainstorming, build consensus, and orchestrate multiple activities to accomplish a goal.
