Summary of Duties and Responsibilities

Job incumbent administers through the management, coordination, and supervision of funding programming and personnel, the Tribal Temporary Assistance to Needy Families (TANF) Program.

Must have strong customer service skills and the ability to defuse tense situations while maintaining a professional demeanor. Must be culturally sensitive to a diverse customer population and able to interact tactfully and positively with Tribal members, all levels of tribal staff and management.

Must show the highest professional standards and promotes a positive image of the Tribe and its administration at all times. Perform other duties as assigned to promote the efficiency and effectiveness of the program and department.

Essential Functions
  • Hire, train, evaluate, and supervise program staff.
  • Monitor the Tribal TANF Program contract between the Coeur d’Alene Tribe and the State of Idaho, Department of Health & Welfare, and the Department of Health & Human Services to ensure program compliance.
  • Develops program policies and procedures to comply with federal and state statutes and regulations.
  • Must comply with Tribal, State, and Federal confidentiality guidelines.
  • Must attend work groups, conferences, and meetings pertinent to TANF programming.
  • Determine program eligibility, provide case management, and develop Personal Responsibility Contracts (PRC) for clients.
  • Must be able to assist clients in job search, resume writing, and other ways to promote their employment.
  • Must have knowledge of record keeping and documentation of case management.
  • Must have knowledge of creating and managing program budgets.
  • Complete and submit all program reports according to required criteria and timelines.
  • Must be familiar with federal and state grant reporting systems, such as TAS and/or Crystal Reports.
  • Develop and monitor day-to-day and overall program quality and quantity performance standards.
  • Must have good customer service skills.
  • Must have knowledge and/or experience working with Tribal communities, including knowledge of tribal traditions and practices.
  • Grant writing experience desired or must be willing to learn.
  • Must collect program data and submit monthly reports.
Desired Qualifications
  • Bachelor’s Degree in Social Work, or related field.
  • Four years’ experience in social services.
  • Knowledge of P.L. 104-193.
  • Two years of supervisory experience.
  • Experience in working with tribal populations and governments.
Minimum Qualifications
  • One year post high school education.
  • One year or experience in social services or related field; will accept any management experience in social service programming.
  • Two years’ experience in Human Services or related field.
  • Knowledge of Welfare Reform and P.L. 104-193.
  • Strong verbal, written, interpersonal, and analytical skills. Knowledge of proper English usage and composition.
  • Computer experience using Microsoft Office, with familiarity in Excel, Word, and Publisher.
  • Must possess a valid driver’s license and be insurable at the time of application and during the course of employment.
  • Must pass an extensive criminal background check prior to employment and every 5th consecutive year of employment after that according to the following: §25 CFR 12 Part 32, §25 CFR 63 Part 17, and Public Law 101-647. Must not have any offenses related to abuse, neglect, or endangerment to a child/ren or elder;
    Domestic Violence, or crimes involving dishonesty/deception/theft/fraud.
  • If in recovery, must be able to document sobriety/recovery of at least five years.
  • No misdemeanor or felony offenses related to controlled substance of alcohol or drugs within the past ten years.
  • Must be able to meet expectations and performance as listed in job duties and responsibilities.
