General Summary

The President & Chief Executive Officer (P&CEO) plans, administers, directs, oversees, and assumes full responsibility for the activities of the Agency and is accountable to the Board of Directors for the overall performance of the Agency in carrying out DART's mission.

Builds strong relationships with DART's service area cities and maintains those relationships through frequent, transparent engagement, listening to their needs and adapting services to meet expectations.

Continuously challenges DART's teams to innovate and adapt services that service area cities value commensurate to the sales taxes collected in those cities that fund DART.

Builds a positive organizational culture and leads the Agency's senior executive team in providing excellent customer service throughout all operations and programs.

Essential Duties and Responsibilities
  • Assumes full management responsibility for all DART activities and operations to ensure the implementation and achievement of DART's mission and goals.
  • Leads the Senior Executive Team, identifies key challenges and opportunities, and reports to the Board of Directors.
  • Provides leadership to strategic planning processes, ensuring alignment of budgeted resources including talent, infrastructure, and funding with the Agency's mission and strategic business plan.
  • Builds and maintains a trusted, productive, transparent, and strategic relationship with the Board of Directors, internal staff, DART's 13 service area cities, local, state, and national partners.
  • Attracts, develops, coaches, and retains high‑performance team members; listens, observes, structures, leads, and empowers teams to solve problems and implement solutions.
  • Oversees the development and administration of operating and financial budgets; directs, monitors, and evaluates fiduciary responsibilities, approves forecasts and expenditures, and implements budgetary adjustments.
  • Manages the financial state of the Agency, operations, and maintenance, partnering with the Board and service area cities on finances.
  • Leads government and community relations activities; establishes relationships with elected officials, city leadership, legislators, and congressional representatives at state and federal levels.
  • Engages in employee relations and strategic operations, evaluating and recommending public‑private partnership opportunities and alternative funding opportunities.
  • Develops partnerships with service area cities, balancing needs so all are treated equally and responded to.
  • Engages the community in dialogue and resolves difficult inquiries, explaining, justifying, and negotiating outcomes for DART and its service area cities.
  • Collaborates with the Regional Transportation Council (RTC) to ensure transit is part of the broader regional vision for innovative and efficient transportation solutions.
  • Pursues opportunities for Transit‑Oriented Development and regional rail to generate revenue for transit services.
  • Champions and models DART's core values, demonstrating values‑based behaviors in everyday interactions.

Minimum Knowledge, Skills, and Abilities Required
  • Bachelor’s degree in public administration, government relations, political science, business administration, communications, planning, engineering, or related field. Master’s degree preferred.
  • Fifteen (15) years of experience in the public sector, local, state or national government, transit industry and/or in a public or private business with customer service, community engagement, and value‑based service.
  • Includes ten (10) years of senior management, executive level, administrative and supervisory responsibility.
  • Visionary leadership, solutions‑oriented problem solving, empowerment of team, integrity, transparency, collaboration, and sensitivity to diversity.
  • Advanced knowledge of government and legislative processes, public administration, local government administration, budgeting, fiscal planning, and cost management.
