Location: Scott Air Force Base
Duties
* Validate system requirements and engages with user community to ensure proper prioritization of requirements.
* Study and recommend changes in practices and procedures within the Section in the interest of timeliness and efficiency.
* Develop solutions for a wide variety of problems, and formulates policies and procedures to accomplish the mission efficiently and cost effectively
* Keep abreast of current transportation conditions, operations, and new regulatory requirements worldwide
* Assist employees in interpreting the DTR and other DOD directives and regulations
* Participate in Global Force Management (GFM) and all mobilization planning.
* Maintain liaison with a wide range of organizations to support customer requirements for inter-modal surface transportation services.
* Conduct frequent staff assistance visits with customers and service providers and hosts conferences, workshops and meetings to address operational/systemic issues and develop improvement programs and initiatives.
* Technical advisor for Defense Transportation Regulation (DTR) sections pertaining to SDDC transportation systems, ensuring data table updates as required Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
* This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
* This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
* Position may require incumbent to work non-standard duty hours (e.g., shifts, weekends and holidays).
* Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights. Qualifications Who May Apply:

Experience:
One year of specialized experience which includes (1) Gathering, tracking, or assisting in the analysis of readiness metrics for mobilization or redeployment units; (2) Assisting with data collection, research, or administrative support for mobilization and planning studies; (3) Participating in advisory visits, customer service reviews, or coordination activities to support transportation and readiness program initiatives. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

* Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics,…
