Duties
* Lead complex studies and develop guidance for DOD-wide implementation.
* Analyze compliance to identify areas for improvement.
* Work independently and is responsible for planning and carrying out the work, resolving conflict, integrating and coordinating the works with other functions and programs.
* Develops and recommends to the PCO Changes to terms, conditions or rate structures of contracts.
* Determines the need and practicability of establishing or revising contracts for service in particular areas and over specific trade routes.
* Assists in the negotiations of transportation rates and services with commercial transportation companies to move DoD cargo. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
* This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
* This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
* This position requires pre-employment OGE-450 financial disclosure form and annually thereafter in accordance with DoD Directive 5500-7-R. Qualifications Who May Apply:

- Specialized

Experience:

One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes (1) Maintaining transportation and contract-related information systems to oversee shipment data and contract records (2) Applying U.S. cargo preference laws and regulations to be in compliance with foreign-flag waiver requests; AND (3) Administering transportation service contracts to ensure efficient and compliant service delivery. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Education:

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education such as Transportation Management, Logistics Management, Supply Chain Management, Business Administration, Urban Planning, Public Administration or Geography (with emphasis on Transportation Geography) which demonstrate the knowledge, skills, and abilities necessary to perform the work of the position. Education and Experience:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.
