Position: Cost Engineer / Construction Estimator
Location: Great Lakes

Overview

Bristol Infrastructure Designs Services, LLC is hiring a Construction Support Cost Estimator to support the Navy at the Naval Shipyard, Great Lakes, IL. The Cost Estimator will provide independent, timely and professional cost engineering support, services and consultation for the planning, design, construction, and maintenance of facilities for the Navy, Marine Corps, and other Supported Commands.

Responsibilities
  • Provide feasibility/constructability, bid-ability, operability and environmental concern reviews and identify project cost exposures; provide recommendations for cost-effective solutions.
  • Participate in pre-award meetings, as appropriate; attend post-award contract meetings (post-award kickoff, preconstruction conferences, partnering meetings, schedule acceptance, design review, weekly progress meetings, Facility Turnover Planning Meetings).
  • Review cost data for major equipment (long lead items) and provide recommendations or notify the Government of concerns, if applicable.
  • Visit construction sites to monitor progress, review estimates, determine existing conditions, and document findings to support the rationale of the estimate analysis.
  • Provide field inspections and verification that contractors executed required construction changes.
  • Provide cost estimating support to the acquisition team for claims/disputes/terminations processing, negotiation and resolution.
  • Assist with audits as requested; notify the Contracting Officer and Construction Manager immediately of any significant event or deficiency associated with contract performance.
Qualifications Requirements And Qualifications
  • A minimum of five (5) years’ experience with Architectural, Engineering, or Construction firms in the general construction industry on commercial/industrial facilities contracts, with at least five (5) projects valued in excess of $10 million.
  • Advanced understanding of all phases of design (programming, space planning, concept design development, sustainable design, design analyses, codes and standards, construction drawings and specifications).
  • Knowledge of local, state, federal, and foreign laws, codes, and other statutory requirements affecting cost estimating.
  • Knowledge of budgeting, planning, and project cost management techniques.
  • Coordination of architectural design with engineering disciplines for DBB and DB projects to ensure site and building design compatibility and efficiency.
  • Must be eligible to obtain a security clearance for the US Department of Defense.
Professional Requirements
  • A minimum of ten (10) years of cost estimating experience on commercial/industrial facilities contracts, with at least five (5) valued in excess of $50 million.
  • Analyzing and estimating alterations/modifications to existing facilities and new facilities; developing comprehensive budget cost estimates for complex construction assemblies and building systems.
  • Development of detailed cost estimates for projects under construction (DBB or Design-Build); knowledge of scheduling, productivity rates, and crew/duration estimation.
  • Knowledge of risk analysis concepts and their application to cost and schedule risk analysis.
  • Performing Quality Control and Quality Assurance on cost estimates; ensuring accuracy and conformance with criteria and contractual requirements.
  • Experience with Autodesk software, Microsoft Office, cost engineering software (MII), and other DoD systems; BIM experience (Revit) is desirable.
  • Minimum five (5) years of experience using Costworks and MII cost estimating software; willingness to traverse construction jobsites.
Preferred Qualifications
  • Bachelor’s degree from an accredited Architectural or Engineering college (4-year minimum).
  • PMI PMP or CMAA CCM certification; U.S. Registered Architect (RA) or Professional Engineer (PE) registration.
  • Experience as Construction Manager, Project Manager, or Project/Field Engineer on commercial/industrial facilities contracts (one project valued >$5 million).
  • Over three years of Navy or Army Corps projects experience.
