Job Description Basic Purpose

Oversee construction of highways, roads, and related structures to ensure compliance with contract documents, plans, and specifications.

Typical Functions
  • Performs sampling and field testing of construction materials per Oklahoma Department of Transportation (ODOT) guidelines.
  • Submits test records and samples to the residential lab.
  • Maintains current records in the Construction Management System and updates data.
  • Inspects contractor work for compliance with project plans and specifications.
  • Communicates with stakeholders including businesses and landowners.
  • Documents project progress, measurements, calculations, and all work events.
  • Submits progressive estimates and time and diary reports.
  • Operates agency-issued vehicles and equipment safely.
  • Conducts safety reviews.
  • Resolves contract disputes and interpretation issues.
  • Uses agency software to document progress and required reports such as DWR, Diaries, Material Testing, Estimates.
  • Trains new employees.
Level Descriptor

Levels are distinguished by duty complexity, expertise required, and supervisory responsibilities.

Level I

Basic level where incumbents learn inspection, sampling, and testing techniques under close supervision, progressing to independent performance with routine monitoring.

Level II

Career level with independent performance of inspections, sampling, and testing. May provide guidance to lower‑level inspectors or vendors.

Knowledge, Skills, and Abilities (Level II)
  • Construction materials and their properties.
  • Principles of soil mechanics.
  • Surveying techniques.
  • Local, state, and federal regulations, standards, and codes.
  • Modern road construction methods and technologies.
  • Occupational safety standards and hazard mitigation strategies.
  • Geometry and algebra for engineering calculations.
  • Testing methods, analytical processes, and procedural protocols.
  • Work zone traffic control.
Knowledge, Skills, and Abilities (Level I)
  • Basic construction materials and typical uses.
  • Occupational safety practices.
  • Basic mathematics, geometry, and algebra.
Education and Experience Level I

High school diploma or GED.

Level II

Associate’s degree in STEM, construction management, or a related field; and one (1) year of experience in a transportation-related field, or two (2) years of experience.

Special Requirements
  • Certification in materials sampling and testing from an accredited program within 12 months of hire.
  • Ability to work long hours, nights, and weekends as required.
  • Valid driver's license at the time of employment.
  • Drug test requirement before employment.
  • Willingness and ability to perform all job‑related travel.
  • Physical requirements:

    ability to lift 50 pounds, sit/stand/ walk/ reach, manipulate objects, climb, stoop, kneel, crouch or crawl.
  • Vision: close, distance, peripheral, and depth perception.
  • Ability to work in varied environmental conditions, from extreme heat to extreme cold.
  • Safety-sensitive role as defined by O.S. 63.
