The Quantity Surveyor is responsible for the comprehensive management of all cost-related aspects and administration of contract of a development projects within the Development Division. This includes the preparation of cost estimates, elemental cost analysis, Bills of Quantities, quotation/tender documents, evaluation of quotations/tenders, and preparation of tender evaluation reports.
The scope also involves contract administration during project execution, including the evaluation of claims, preparation of interim payments certificates, assessment of variation orders and extension of time claims, remeasurement of provisional quantities, monitoring project costs within the approved budget, preparation of contractual documentations, and preparation of final accounts.
In addition, the position includes providing advice on contractual matters throughout the Contract period. The officer may also be assigned other related duties as directed by the Director of Development Division.
Key Responsibilities- Prepare elemental cost analysis, preliminary estimates, and detailed cost plans for projects.
- Prepare Bills of Quantities, cost estimate, quotation/tender documents and quotation/tender evaluation report.
Prepare Letter of Award and contractual related documents for approved projects. - Conduct site valuation for assessment of claims, and prepare Interim Payment Certificates.
- Evaluate variation orders, remeasurement of provisional quantities, and related contractual claims.
- Assess extension of time applications and prepare supporting documentation
- Prepare final accounts upon project completion.
- Provide advice on contractual and cost-related matters.
- Perform any other duties as assigned from time to time.
- Minimum Qualifications
- Possess a Bachelor’s Degree in Quantity Surveying from any institutions recognised by the Malaysian Government.
- Possess at least five (5) years’ working experience in Quantity Surveying.
- Minimum Competencies
- Resourceful with strong knowledge in cost management, contract administration, and construction procurement.
- Proficient in Microsoft Office and relevant Quantity Surveying software (e.g. AutoCAD, CostX, or equivalent is an advantage).
- Other Requirements (if any)
- Good command of spoken and written English and Bahasa Malaysia.
- Able to work under pressure and meet tight deadlines.
- Possess a high level of integrity and professionalism.
- Able to work in a team, committed, and dedicated to assigned tasks.
- Able to work independently in a fast-paced working environment.
- Possess a valid Class D driving licence and willing to travel for site visits when required.
- Energetic with strong interpersonal and communication skills.
- Credits in Bahasa Malaysia and English language (including oral examination) at Sijil Pelajaran Malaysia (SPM) level OR equivalent qualification recognised by the Government (for Malaysian citizens).
- IELTS Band 6 / MUET Band 4.
Candidate without any of these qualifications will be required to sit for the IIUM English Language Proficiency Test.
