Location: Scott Air Force Base
Duties
* Provide financial management accounting advice and recommendations to Command program managers and budget analysts.
* Provide advice and guidance covering a wide variety of financial policies and program/system requirements.
* Assist customers in the resolution of problems pertaining to various financial management missions.
* Determine financial management information requirements, makes recommendations.
* Perform analyses of financial data on a regular basis and by specific request.
* Research historical fixed costs, variable costs and one-time costs.
* Analyze multiple year financial management execution trends and develop predictive factors.
* Oversee the organizational government travel charge card (GTCC) program to monitor usage and prevent fraudulent or unauthorized activity.
* Conduct comprehensive travel transaction audits to identify, resolve, and mitigate potential improper payments.
* Advise command personnel and travelers on complex routing and entitlement guidelines to ensure accurate travel authorizations and vouchers. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
* This position may require some Temporary Duty (TDY) travel - approximately 10%.
* This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional;
philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience:
One year of specialized experience which includes:
1) Administering organizational travel programs and overseeing enterprise travel management systems;
2) Interpreting and applying joint travel regulations and financial management policies to ensure compliance;
3) Conducting financial audits on travel transactions to identify and mitigate improper payments; AND
4) Managing government travel charge card programs and executing debt recovery processes. OR
Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration or financial management. Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

Experience:
One year of specialized experience which includes:
1) Directing and evaluating comprehensive organizational travel programs and enterprise travel systems;
2) Providing authoritative advice on the interpretation and application of joint travel regulations and financial management policies;
3) Executing complex financial audits to resolve potential improper payments and ensure audit readiness; AND
4) Overseeing government travel charge card programs and formulating debt management strategies. Some federal jobs allow you to substitute your education for the required experience in order to qualify.
