The Director (Budget & Financial Planning), Grade WA13, is responsible for leading the University’s budgeting, financial planning and analysis functions to support strategic decision‑making, effective resource allocation and long‑term financial sustainability. The position serves as the University’s focal point for financial planning, forecasting, budget performance monitoring and institutional financial analysis across its five campuses. Working closely with the Bursar, Deans, Directors and Senior Management, the Senior Deputy Director provides strategic financial insights, evidence‑based recommendations and analytical support to strengthen financial stewardship and organisational performance.
The role requires a highly analytical, results‑oriented and influential leader who is able to engage diverse stakeholders, challenge conventional thinking through data‑driven analysis and facilitate informed decision‑making. The successful candidate will play a critical role in fostering a culture of accountability, budget ownership and financial discipline while supporting the University’s aspirations towards long‑term financial sustainability.
- Budget Development & Strategy
- Lead the formulation of the University‑wide annual operating and capital budget.
- Develop financial models to forecast tuition revenue, state appropriation and expenditures.
- Advise senior leadership on fiscal policies, resource allocation and structural deficit.
- Develop and implement financial policies and procedures to enhance efficiency and effectiveness.
- Manage the University’s Operating Budget.
- Plan and lead the annual budget preparation for various departments to compile and review budget proposals for the University’s Operating Fund.
- Ensure that budget submissions to central agencies align with the university's strategic objectives.
- Monitor budget performance, analyse variances and implement corrective actions as necessary.
- Prepare reports on budget performance and cash projections for the University Finance Committee and Board of Governors.
- Act as Secretariat for the IIUM Budget Committee and for the IIUM “Jawatankuasa Pengurusan Kewangan & Akaun”.
- Represent the Executive Finance Director in various committees such as IIUM Convocation Ceremony and other ad hoc committees.
- Accounts Payable Management
- Oversee and monitor the processing of personnel payments and non‑personnel payments in accordance with IIUM Financial Policies & Procedures and IIUM Purchasing Policies & Procedures.
- Verify payment reports to the central agencies.
- Verify payroll payment for IIUM staff and part‑time staff through e‑Banker Bank Islam, Ibiz Bank Muamalat and Ambank.
- Verify payment for Employee Provident Fund (EPF) and Social Security Organization (SOCSO) for IIUM staff and part‑time staff through e‑Banker Bank Islam.
- Collaboration and Communication
- Engage with central agencies on budget performance on a quarterly basis.
- Communicate effectively with cost centres and other stakeholders to support the overall goals of the University.
- Stakeholder Engagement & Financial Advisory
- Serve as the principal advisor on budgetary and financial planning matters to Deans, Directors and Heads of Responsibility Centres.
- Build strong collaborative relationships with academic and administrative leaders to strengthen financial accountability and budget ownership.
