NOW ACCEPTING APPLICATIONS FOR AN OPEN POSITIONThe Village of Channahon (Village) is a thriving community with a population of 13,383 (as of the 2020 Census) located 45 miles southwest of Chicago, just west of Joliet and east of Morris in southwest Will County and eastern Grundy County. Channahon encompasses portions of Channahon, Troy and Aux Sable Townships. The Village employs approximately 90 full time, part time, elected, appointed and seasonal employees in 5 departments.

POSITION SUMMARYThis is a non-represented, exempt position with the responsibility of implementation of policy objectives of the Village Board and provide strategic leadership to drive Village-wide initiatives that continually enhance the strong financial strength of the Village. The position involves performing technical accounting and fiscal management tasks. The position will process financial reports, financial analysis, and related records. Work is performed under the direction of the Village Administrator, but requires a great deal of independent judgment and interaction with other Village officials, department heads, and Village staff.
POSITIONRESPONSIBILITES
Strategic Leadership:
Direct all fiscal and accounting operations, including revenue and expenditure management, payroll, and utility billing.
Budgeting & Planning:
Develop and administer the annual budget, 5-year Capital Improvement Plan (CIP), tax levy ordinances, and long-range financial forecasts.
Reporting & Auditing:
Prepare the Annual Comprehensive Financial Report (ACFR) to GFOA standards, manage the annual audit process, and assist external auditors.
Cash & Asset Management:
Oversee investments, debt administration, banking relations, TIF Districts, and financial incentives.
Compliance & Controls:
Establish internal control procedures, ensure compliance with state and federal accounting standards, and act as the Village purchasing officer for contracts and agreements.
Team Management:
Supervise, train, and evaluate finance department personnel, setting performance goals and standardizing procedures for efficiency.
Advising & Representation:
Provide informed financial advice to the Village Administrator, Mayor, and Village Board. Attend board meetings, prepare action items, and represent the Village to external agencies.
Education:
Bachelor’s degree in Accounting, Finance, Business, or a related field. An MPA, MBA, or CPA is highly desirable.
Experience:
Extensive background in finance administration, including proven supervisory experience.
Knowledge:
Thorough understanding of municipal finance laws, state statutes, and public sector accounting principles.
Skills:
Strong ability to assess needs, formulate accounting procedures, prepare complex financial reports, and communicate effectively with stakeholders and the public. Knowledge of Fund Accounting.
A background investigation is required for this position as it is a confidential and fiscally responsible position.
